Disgrifiad byr o'r contract neu'r pryniant/pryniannau

The proposed contract(s) will be for the supply and delivery of natural gas metering equipment with a flow capacity not exceeding 6 scmh. The equipment will be utilised mostly in domestic premises albeit there may also be a requirement to supply to small commercial premises also. Metering equipment may of mechanical or electronic operation and shall be utilised in credit, pay-as-you-go and debt recovery scenarios.

Cyfanswm maint neu gwmpas

The exact quantity of domestic metering equipment required cannot be determined in advance as volumes are dependant upon third party customer demand as well as the condition of existing stock. The total volume required for the 6 lots is estimated to be in the region of 30 000 units in the first 3 years. This total may rise to around 150 000 units should the Agreement(s) be extended for a term of up to 8 years. Note, The Contracting Authority does nit guarantee any minimum nor maximum volume of Orders. Also note, any Agreement(s) awarded may be on an exclusive or non-exclusive basis — whichever is deemed most appropriate by the Authority.

Opsiynau

The proposed duration of the Agreement(s) period will be 36 months with an option to extend on an annual basis, if required by the Contracting Authority, for up to a maximum of 96 months.

Payment shall be made, in arrears, for services completed in accordance with the required scope. Full terms of payment shall be stipulated in the invitation to negotiate (tender) documentation.

Applications from consortia may be considered albeit any proposed consortia must form a legal entity prior to the award of any contract — should their bid prove successful. Each member of the consortia must be jointly and severally liable for the obligations and liabilities placed upon them through any contract awarded.

III.1.4)

Applicants wishing to be considered must first register their interest by writing, to tenders@phoenixgroupni.com

Within a reasonable time of receipt of such interest, a Pre-qualification Questionnaire (PQQ) will be dispatched by return. This PQQ shall require to be completed, in full, and returned to the aforementioned e-mail address by no later than 12:00 on Friday 12.2.2016. All appropriately completed questionnaires shall be evaluated by the Authority and each attributed a score in line with the criteria set out in the PQQ. Applicant organisations who demonstrate appropriate experience and do not fail on any aspect of the PQQ shall then be sent the relevant tender documentation. The date of dispatch of the tender documentation is anticipated to be at the end of February 2016.

III.2)

III.2.1)

(1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.

(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.

(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.
