In order to comply with its obligations under the Control of Asbestos Regulations 2012, Health and Safety at Work Act and other relevant legislation, St Leger Homes are seeking to partner with a contractor for the delivery of asbestos surveys, sampling, and air monitoring. In order to comply with its obligations under the Control of Asbestos Regulations 2012, Health and Safety at Work Act and other relevant legislation, SLHD are seeking to partner with contractor(s) for the delivery of various Asbestos Management Services. The contract will be awarded on the basis of lots.

Lot 1: Provision of Asbestos Surveys, Sampling and Air Monitoring;

Lot 3: Provision of Asbestos Training.

Asbestos removal services (lot 2) is currently contracted and this will be tendered at a later date as contract extensions are planned to be utilised.

The contract is for 2 years with options to extend for 3 further individual periods of up to 12 months each.

The service provider is required to provide accredited training courses to SLHD staff in order to assist it to meet its legal requirements to ensure that any staff or employees, who may come across asbestos in their day to day work, who deal with suspected asbestos containing materials in their day to day work and may knowingly disturb low risk asbestos containing materials. The training provider will be certified to deliver Asbestos Awareness classroom and e-learning training, and face to face Non-Licenced Initial and Refresher training. Asbestos Awareness Refresher Training will be undertaken in-house by St Leger Homes.

The training provider will be adequately resourced and qualified to deliver training to planned dates without cancellation.

Gwybodaeth fanwl gywir am y terfyn(au) amser ar gyfer gweithdrefnau adolygu:

St Leger Homes of Doncaster will incorporate a minimum 10 calendar days standstill period at the point of information on the award of the contract being communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the Contracting Authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be required from the contact details provided in section 1.1 of this notice. If an appeal regarding the award of a contract has not been successfully resolved the public contracts Regulations 2015 provide for aggrieved parties who have been harmed or at risk of harm from a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action should be brought promptly within 30 days, beginning with the date when the claimants became aware that they could make a claim brought to have been so aware, in accordance with Regulation 92 of the public contracts Regulations 2015.Where a contract has not been entered into the court may order the setting aside of the award decision or order the authority to amend any document and may award damages. The purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into.
