The Coal authority requires a 24/7 emergency rescue service and an emergency response service provided by competently trained staff across the British coalfields, to assess the risks associated with coal mining legacy hazards and incidents associated with shafts, adits and shallow working collapses.
This includes managing the hazard line 24/7 and lone monitoring system and in certain circumstances attendance on site within 2 hours from the receipt of the call.
Coalfields regions required:
— Scottish East and West,
— Northumberland, Durham and Cumbria,
— North Wales, Cheshire, Lancashire, North and West Yorkshire, South Yorkshire,
— Nottinghamshire, Derbyshire, Leicestershire, Staffordshire, Shropshire, West Midlands, Warwickshire, Herefordshire and Worcestershire,
— Somerset, South Gloucestershire and Bristol Area, South Wales, Pembrokeshire and North Gloucestershire (Forest of Dean).

Esboniad:
Works, supplies or services can be supplied only by a particular economic operator for any of the following reasons:
— competition is absent for technical reasons,
— the coal authority intends to contract with MRS training and rescue for a 24/7 emergency rescue and an emergency response service provided by competently trained staff across the British coalfields and assessing risks associated with coal mining legacy hazards and incidents associated with shafts, adits and shallow working collapses.
It is considered that this contract can be placed using the negotiated procedure without prior publication of a Contract Notice pursuant to Article 32 (2) (b((ii) of Directive 2014/24/EU regulation 4 (a) (b) (i) of the UK Public Contract Regulations 2015. The justification as to why the negotiated procedure without prior publication of a Contract Notice is due to the need for emergency rescue and emergency response and associated works across the British coalfields.
The service is deemed to be specialist and requires immediate reactive response by competently trained staff. Following a comprehensive review this complete service can only be provided by the current supplier who will rely on their expertise and extensive knowledge obtained, over the past 5 years. This service is critical to in safeguarding public safety and to ensure that the service continues to respond to our requirements the current supplier; MRS Training and Rescue are the preferred contractor to perform this service.
