Disgrifiad o'r nwyddau neu'r gwasanaethau sydd eu hangen
Mae APCE yn dymuno penodi contractwr i gydlynu a rheoli rhaglen waith mewn perthynas â thrin y planhigyn estron ymledol Rhododendron ponticum (Rp) mewn ardaloedd ar hyd yr A496 rhwng Llanelltyd a Bermo / Abermaw, a'r A493 rhwng Dolgellau a Llwyngwril, gyda’r bwriad o gael gwared ar y planhigyn yn gyfan gwbl. Fel rhan o’r contract, bydd gofyn i’r contractwr llwyddiannus gyflawni dwy brif rôl, fel a ganlyn:
1. Cydlynu / goruchwylio gwaith: Bydd hyn yn cynnwys:
▪ Trefnu a sicrhau pob caniatâd angenrheidiol gan Awdurdodau perthnasol mewn perthynas â rheoli traffig ffyrdd yn unol â deddfwriaeth berthnasol (er enghraifft, darparu ffurflen Rhan N
gan Adran Priffyrdd Cyngor Gwynedd);
▪ Gweithredu rheolaeth traffig ffyrdd yn unol â gofynion y caniatadau a sicrhawyd a Phennod 8: Mesurau ac Arwyddion Diogelwch Traffig ar gyfer Gwaith Ffordd a Sefyllfaoedd Dros Dro;
▪ Sicrhau bod yr holl reoliadau a deddfwriaeth iechyd a diogelwch sy’n berthnasol i’r gwaith a’r offer a ddefnyddir yn ystod cyfnod y gwaith, yn cael eu gweithredu a’u bod yn cael eu dilyn, gan gynnwys deddfwriaeth Pennod 8.
▪ Darparu'r holl waith papur angenrheidiol i'r Rheolwr Contractau, gan gynnwys (ond nid o reidrwydd yn gyfyngedig i) Ddatganiadau Dull, Asesiadau Risg, Asesiadau Risg Bioddiogelwch, tystiolaeth mewn perthynas â darparu cyfleusterau lles, taflenni cofnodion cemegol, a anfonebau.
2. Rheoli Rp : wedi'i gwblhau, i safon dderbyniol (cyfradd lladd dros 95%), dau gam rheoli cyn 31 Mawrth 2027, fel yr amlinellir isod:
Cam 1 Gwaith i'w gwblhau erbyn 31 Mai 2025
Cam 2 Gwaith i'w gwblhau erbyn 31 Mawrth 2027
Bydd pob gweithrediad yn dilyn y canllawiau “Dulliau ac Arferion a Argymhellir ar gyfer Rheoli Rhododendron APCE” (Atodiad 1).
Bydd yr union ddull a ddefnyddir yn amrywio o ardal i ardal
gan ddibynnu ar ffactorau megis maint a/neu ddwysedd y planhigion sy’n bresennol. Mater i'r contractwr yw penderfynu ar y dull mwyaf priodol o drin yn seiliedig ar y canllawiau a ddarperir.
Fodd bynnag, dylid trafod dulliau a chytuno arnynt ymlaen llaw gyda'r Rheolwr Contractau.
SNPA wish to appoint a contractor to co-ordinate and manage a programme of works in relation to the treatment of the invasive alien plant Rhododendron ponticum (Rp) in areas alongside the A496
between Llanelltyd and Barmouth, and the A493 between Dolgellau and Llwyngwril, with the view of eradicating the plant. As part of the contract, the successful contractor will be required to undertake
two primary roles, as follows:
1. Co-ordinate / supervise works: This will include:
▪ Arranging and securing all necessary permissions from relevant Authorities in relation to road traffic management in line with applicable legislation (for example, the provision of a Part N
form from Cyngor Gwynedd Highways Department);
▪ Implementing road traffic management in line with the requirements of the secured permissions and Chapter 8: Traffic Safety Measures and Signs for Road Works and Temporary Situations;
▪ Ensure all health & safety regulations and legislation relevant to the works and equipment used for the duration of the works, are implemented and adhered to, including Chapter 8 legislation.
▪ Provide the Contract Manager will all necessary paperwork, including (but not necessarily limited to) Method Statements, Risk Assessments, Biosecurity Risk Assessments, evidence in relation to the provision of welfare facilities, chemical record sheets, and invoices.
2. Management of Rp: complete, to an acceptable standard (over 95% kill-rate) two phases of management before 31st March 2027, as outlined below:
Phase 1 Works to be completed by 31st May 2025
Phase 2 Works to be completed by 31st March 2027
All operations will follow the guidelines “Recommended Methods and Practice for Controlling Rhododendron SNPA” (Annex 1). The exact method used will vary from area to area depending on factors such as the size and / or density of the plants present. It is up to the contractor to decide the most appropriate method of treatment based on the guidance provided. However, methods should be discussed and agreed beforehand with the Contract Manager.
