The Consultant may be required to provide the following typical services during the project development/refinement phase which includes, but is not limited, to the following activities:
-Control and protection system development
-System and network studies associated with connecting HVDC links
-HVDC project development/feasibility studies
-Specification of key electrical primary plant items and converter station functional requirements
-Development of converter control and automation systems and integration with the employers existing Network Management Centre in Perth
-Strategic planning and specification preparation for SCADA systems
-System studies using conventional system design software including PS-CAD
-Concept design including feasibility studies
-HVDC system specification development
-HVDC tender evaluation including the issue and assessment of technical queries and support at tender workshops
-Coordination of electrical system requirements with all other disciplines
-Design Reviews
-HAZOPS, HAZIDS, HAZCONS
-Travel to Vendor Design Offices, Factories for reviews, meetings, inspections and progress updates.
The Consultant may be required to provide the following typical services during the project execution phase which includes, but are not limited to the following activities:
-Assessment/review of the HVDC system layout which may include but is not limited to the following;
o Layout and architectural issues
o Mechanical and civil works
o Earthing system design
o Lightning protection
o Building environmental control
o General fire protection of buildings
o General fire protection of transformer bays
o Site and building security
- Assessment/review of Operator interfaces which may include but is not limited to the following;
o Operator interfaces, including Operator screen design
o Security setup of the Operator interface
o Station Control and Monitoring
o Data Archiving, Alarm and events screens, Sequence of Event Recorders
o Transient Fault Recorders, Power Quality equipment, and for the RTUs
o Telecommunication required between the converter stations
o Telecommunication between the stations and the Control Centre
- Assessment/review of the functional performance of the converter control and protection system which may include but is not limited to the following:
o Functional specification of the controls
o Special control modes to benefit the ac networks
o Modes of operation of the converter stations
o Safety interlocking
o Operator functions, Operator interfaces
- Assessment/review of primary equipment which may include is not limited to the following;
o HV equipment including circuit breakers, disconnectors, earth switches, busbars, conventional transducers and auxiliary ac and dc systems, including diesel generators
- System Engineering which may include but is not limited to the following;
o Main circuit parameter report
o Main circuit Single Line Diagrams
o AC harmonic filter study report
o PLC and RI design report
o Reliability and Availability study report
o Insulation co-ordination report
o Determination of Electrical Clearances
o Transient over-voltage study report
o Temporary ac over voltage report
o Transient over-current study
o Dynamic Performance Study Report
o Power Loss determination report
o Converter Design report
o Valve design report – electrical and mechanical
o Protection report (dc part only)
o Convertor station control report (functional requirements, including modes of operation)
o AC Filter components
o Convertor transformer (rating and insulation aspects only)
o Converter reactor
o Converter valves
o DC capacitors
o Converter damping components
o DC switchgear
o HVDC surge arresters
o DC transducers (current and voltage)
o Novel ac current and voltage transducers
o Smoothing reactor
o HVDC wall bushings
o Damping studies, emergency run-back studies, black start studies
- Assessment/review of the impact of the converter system on ac networks which may include but is not limited to the following;
o load flow studies
o dynamic performance studies
o Damping studies
- Witness of system FAT
- Witness of system SAT
- Design Reviews
- HAZOPS, HAZIDS, HAZCONS
- Travel to Vendor Design Offices, Factories for reviews, meetings, inspections and progress updates
Consultancy Services Commissioning Phase
The Consultant may be required to provide the following typical services during the project commissioning phase which includes, but is not limited to the following activities:
- SCADA/EMS systems administration, operational on site support including database, display and point commissioning
- Land cable commissioning
- Subsea cable commissioning
Consultancy Services Project Close Out and Handover Phase
The Consultant may be required to provide the following typical services during the project closeout and handover phase which includes, but is not limited to the following activities:
- Review of Operation and Maintenance requirements
- Training of the employers staff
- Review of ‘As Built' documentation
- Review of Operation and Maintenance documentation
Consultancy Services Operation and Maintenance Phase
The Consultant may be required to provide the following typical services during the project operation and maintenance phase which includes, but is not limited to the following activities:
- Converter Station HMI, RTU management systems upgrade, planning, implementation and support
- Asset information updating
It is anticipated that a minimum of four suppliers shall be awarded framework agreements however this may increase or decrease depending on the number and quality of responses to the PQQ and invitation to tender.
