Somerset Clinical Commissioning Group are wishing to commission a domiciliary phlebotomy service for registered Somerset patients who are confined to their home due to illness or disability, which may be temporary or permanent. It is recognised that this is a vital resource to enable investigation and or monitoring of housebound patients to help ensure safe care through timely efficient delivery of results to GP's We are looking for suitable qualified organisations to bid for this interesting and vital commission.

Somerset Clinical Commissioning Group are wishing to procure a domiciliary phlebotomy service for the population of Somerset. It is recognised that this is a vital resource to enable investigation and or monitoring of housebound patients to help ensure safe care through timely efficient delivery of results to GP's.
NHS Somerset Clinical Commissioning Group has a registered population of more than 530 000 people. 25 % of the population live in one of Somerset's 3 large towns, therefore leaving 75 % of the population heavily dispersed.
The key policies related to this service include:
— Everyone Counts: Planning for Patients 2014/15;
— Our health, our care, our say: a new direction for community services (2006);
— Our NHS, Our Future (2008).
The service aims are to provide a 'domiciliary phlebotomy service to registered Somerset patients who are confined to their home due to illness or disability, which may be temporary or permanent.
The service is required to:
— Implement a high quality, safe and effective domiciliary phlebotomy service that is cost effective, coordinates with other NHS providers and maintains the organisational standards of Somerset CCG;
— Provide an urgent and routine response to referrals into the service;
— Ensure mechanisms are in place to ensure the continuous review of evidence based practice and deliver an annual clinical audit;
— Give active support for continuing professional development;
— Ensure service users and the public are involved in quality improvement activities and service development;
— Reduce risk and ensure risk management is utilised to anticipate and minimise risk;
— To ensure complaints are handled in accordance with national NHS guidance and lessons learned from their investigation and their resolution. |

This is a procurement for services specified in part B of schedule 3 of the Public Contracts Regulations 2006 (‘Part B services'). Accordingly, and notwithstanding the advertising of this procurement exercise in the Official Journal, the Public Contracts Regulations 2006 (as amended) (the ‘Regulations') only apply in part. The procurement exercise will be conducted in accordance with the information contained in the tender documentation.
The CCG has voluntarily advertised this procurement exercise in the Official Journal, solely in order to reach as wide an audience as possible. The CCG has been constrained by the forms used by the Publications Office to describe the procurement procedure as 'Restricted' but does not bind itself to conduct the procurement process in accordance with the Restricted Procedure, as described in the Regulations, nor to abide by any other part of the Regulations which does not expressly apply to procurements for part B services. Cyflwyno apeliadau
The Authority will allow a minimum 10 calendar day standstill period between notifying the award decision and awarding the contract. Unsuccessful tenderers and applicants are entitled to receive reasons for the decision, including the characteristics and relative advantages of the winning bid and the reasons why the tenderer/applicant was unsuccessful. Should additional information be required it should be requested of the addressee in section I.1. Aggrieved parties who have been harmed or are at risk of harm by breach of the procurement rules have the right to take action in the High Court (England and Wales).
