The purpose of this notice is to notify the market of the forthcoming proposed tender opportunity for the NPS Supply of Wood Pellets Framework which is being conducted by the National Procurement Service for Wales (NPS). NPS acts on behalf of the public sector in Wales to deliver value for money from the procurement of common and repetitive goods and services 'once for Wales'.

The vision for the creation of NPS was "to transform public procurement in Wales to world class collaboration, leading changes which improve public services and drive economic renewal through practical leadership and harnessing professional skills and technology to make a lasting and substantial step change in Welsh public sector procurement".

NPS was launched by Ministers on 21 November 2013 and meets a Programme for Government commitment and addresses the recommendations of both 'Buying Smarter in Tougher Times' and the McClelland Review. NPS is an independent organisation, 'hosted' by Welsh Government and the contracting party will be the Welsh Ministers.

NPS on behalf of the Welsh public sector wishes to establish a collaborative framework agreement for the Supply of Wood Pellets. This Framework will be replacing the Welsh Purchasing Consortium's Wood Pellets Framework and will be made available to use by all members of NPS. The lotting structure of this Framework is to be confirmed.
