NFRS are looking to tender for the provision of Fleet and Equipment Maintenance Arrangements. The contract shall be for an initial 5 year period with the option to extend for a further 3 plus 2 years. The Contract is for the maintenance of Light and Heavy fleet vehicles including fire appliances and associated equipment. The light fleet will generally not exceeding 3 500 kgs. The Maintenance of heavy fleet including fire appliances and associated equipment will generally include all vehicles over 3 500 kg GVW includes all fire appliances, special appliances, aerial ladder platforms, mini buses and an 18 tonne driver training vehicle. The associated equipment consists of c400 items of plant, such as but not limited to ladders, light portable pumps, generators, and positive pressure ventilator fans.
Note: operational equipment such as breathing apparatus, and road-side cutting equipment are explicitly excluded from this arrangement.

NFRS are looking to put in place refreshed arrangements for the provision of Fleet and Equipment Maintenance Arrangements, commencing 1.7.2019 for an initial 5 year period with the option to extend for a further 3 plus 2 years. The Contract is for the maintenance of Light and Heavy fleet vehicles including fire appliances and associated equipment. The Maintenance of light vehicles fleet will consist of c105 vehicles with a GVW generally not exceeding 3 500 kgs. This will also include various small trailers generally not exceeding 750 kgs, and gas testing facilities. The Maintenance of heavy fleet including fire appliances and associated equipment will generally include all vehicles over 3 500 kg GVW includes all fire appliances, special appliances, aerial ladder platforms, mini-buses and an 18 tonne driver training vehicle. The associated equipment consists of c400 items of plant, such as but not limited to ladders, light portable pumps, generators, and positive pressure ventilator fans.
Note: operational equipment such as breathing apparatus, and road-side cutting equipment are explicitly excluded from this arrangement. The bidders should have access to or provide the following specialist services, servicing and repair, auto electrician, vehicle recovery, roadside assistance, MOT testing facilities, exhaust emission testing, modification and bodywork repair and accident repair facilities. Vehicles operated within the NFRS provided car scheme and Principal Officers Cars will not be included.

It is worthwhile to note at this point that the authority recognises that the Transfer Undertakings (Protection of Employment) Regulations 2006 (TUPE) may apply in respect of this contract, and should they so apply that for the purposes of those regulations, the undertaking concerned (or any relevant part of the undertaking) shall transfer to the preferred bidder on the commencement of full operations of the awarded contract. This procurement will be run using the Restricted procedure. It is anticipated that any contract awarded will commence on 1.7.2019 for an initial five (5) year period with the option to extend for a further three (3) plus two (2) years. The Aims and Objectives of the contract are set out in the Selection Questionnaire (SQ) which contains important background and contextual information with the contractual conditions being be set out in the Invitation to Tender. 1.7.2019: The dates set out above are indicative only and may be amended by NFRS. If a change to a date affects the return deadlines for Bidders, NFRS shall notify all Bidders of the relevant change. NFRS will require bidders to satisfy minimum levels of financial standing and technical ability at the SQ stage with the overall pass mark will be set at 60 %. Bidders are advised that some sections/ questions in the SQ are pass/fail, some sections/ questions carry a minimum pass mark and if in some sections/questions a score of “0” is received the bidder will be eliminated from the procurement process. The weightings and scoring methodology are shown in the SQ document. NFRS shall qualify to top five (5) scoring bidders over the minimum pass score through to ITT stage. NFRS will incorporate a minimum 10 calendar day standstill period at the point that an award decision notice is communicated to tenderers. The award decision notice will specify the criteria for the award of the Service Contract, the reasons for the decision, including the characteristics and relative advantages, the name and score of the successful tender; and will specify when the standstill period is expected to end or the date before which the Contracting Authority will not conclude the contract agreement. If an appeal regarding the award of a contract has not been successfully resolved, the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). The Court may order the setting aside of the award decision or may order the Contracting Authority to amend any document and may award damages. If the contract has been entered into the Court may make a declaration of ineffectiveness or may order that the duration of any relevant specific contract be shortened and additionally may award damages. The time-limit for seeking such a declaration is generally 30 days from notification of the award (either by award decision notification or contract award notice depending on the circumstances) or otherwise 6 months.
