The British Library is seeking a potential contractor, with a proven track record in delivering technically demanding estates maintenance services in comparable environments.
It is anticipated that all services will be underpinned by technology, robust policies and procedures which will at all times reflect industry best practice within an environment of continuous improvement.
The selected contractor’s innovative approach will ensure resilient services to the Client’s customers and will drive efficiencies resulting in improved value for money to the Client. The selected contractor’s partnership approach and effective communications will also ensure that there are good relations with all parties and that synergies are maximised with the Client’s other contractors.
Overview of scope
This contract will cover the sites at St Pancras (London) and Boston Spa (West Yorkshire).
The contract will include, but not be limited to, the following:
— planned preventive maintenance of plant and equipment, automated book handling systems and building fabric,
— reactive maintenance of plant and equipment, automated book handling systems and building fabric,
— operation and maintenance of building control systems,
— management of statutory and other safety inspections, including PAT testing,
— operation of plant and equipment,
— grounds maintenance,
— project management of new works and repairs, alterations to all mechanical and electrical plant, equipment and building fabric,
— building records management,
— space planning and CAD services,
— moves management,
— support to special events,
— stock holding, spare parts ordering and minor purchasing,
— catering equipment maintenance,
— security systems maintenance,
— coordination and liaison with the Client’s other contractors including: Helpdesk (in house), porterage (in house and cleaning contractor), security and reception (in house), catering and conference facilities, cultural events (in house) and various design consultants, and
— other associated estates maintenance services.
These activities shall be undertaken on a diverse range of plant, equipment and systems, some of which is unique to the Client, much of which is highly technical. These include, but are not limited to the following:
— ventilation and air conditioning,
— heating plant,
— pipe work services,
— steam generating plant,
— refrigeration plant,
— water chillers,
— ancillary plumbing and sewerage including foul sumps,
— building management system,
— fixed fire extinguishing and fire prevention and control systems,
— lifts,
— escalators,
— mechanical book handling systems (St Pancras), ASRS (Automatic Storage and Retrieval System) (x2) and paternoster system (Boston Spa),
— security systems — including CCTV, intruder alarms, access control systems and fibre networks,
— collection shelving (both mobile and static),
— lighting installations,
— automated lighting systems,
— high voltage and low voltage electrical installations and stand-by generators,
— special finishes and joinery, and
— structured data cabling infrastructure wiring for the Library’s Technology Department and data cabling for the security system.
Contract and contract duration
The procurement process for 001073 Estates Maintenance (Facilities Management Services) (Lot 1) is being conducted using the restricted procedure as set out in the Public Contracts Regulations (2015).
The duration of the contract will be 4 years, with possible extensions of a further +1+1+1 years, and will commence on 1.7.2019.
