Groundwork North Wales is looking to procure project management services for developing RIBA Stage 3 capital works plans for heritage sites within the Clywedog Valley. The Clywedog Valley is situated in Wrexham County Borough, and extends for approximately 6.5 miles/10km from Minera Mountain to Kings Mill. A range of organisations with interests in the natural and built heritage of the valley have come together to work collaboratively to further their individual and collective interests. They comprise a blend of public sector, third sector with salaried staff, and third sector volunteer-led community organisations. Groundwork North Wales (GWNW) lead the partnership and were successful in securing Development Phase funding through the National Lottery Heritage Fund to develop plans further. As part of the Development Phase, which runs June 2024 – January 2025, GWNW is seeking to appoint a partner or consultancy to project manage the capital elements of the project ready for stage 2 (Delivery Phase) bid submission in Feb 2025. The appointed partner or consultancy will be required to build on the initial feasibility studies relating to capital elements of the project developed for the stage 1 bid and deliver the below in partnership with external contractors, stakeholders and statutory bodies. The current capital works that form part of the project include: Minera Quarry – Redevelopment of former weighbridge building into volunteer base and store. Minera Lead Mines – Outdoor museum area restoration. Nant Mill – Renovation of existing visitor centre & toilet block. Bersham Iron Works – Provision of outdoor classroom structure, eco toilet and access paths. King’s Mill – Development of ground floor into community space. SCOPE OF WORKS Under direction of GWNW’s Head of Environmental Projects and Conservation, the appointed consultant will: 1) Organise the preparation of capital works specifications and costings. Follow tender procedures, identify potential subcontractors and monitor performance, progress and budgets of sub-contractors carrying out works. 2) Manage the commissioning of relevant surveys required for the capital works. 3) Obtain all permits, permissions and licenses required for the planned capital works from appropriate authorities. 4) Manage the capital planning element of the project, ensuring the timely completion of the project ready for stage 2 application. 5) Identify, record, manage and communicate risks and issues, suggesting appropriate contingency actions. 6) Agree and implement a quality strategy - to determine what are the acceptable standards for the outputs and objectives of the project. OUTPUTS 1) Develop fully costed RIBA Stage 3 building and architectural costed work plans, working with external contractors. 2) Deliver detailed conservation work plans where required, working with Conservation Architect. 3) Complete planning permission process for all capital works where required. 4) Work with partners to ensure any required schedule ancient monument consent is achieved. 5) Develop management and maintenance plans for all sites/buildings in partnership with the project team. 6) Support the Engagement Project Manager in the development of the Interpretation Plan for the valley.
