The contract will split into two lots. Suppliers can bid for one, or all of the lots.
Lot 1 Mechanical Package for Pilot Jetty Upgrade
MHPA wishes to appoint a contractor to design, supply and install the mechanical package of works as detailed below for the Pilot Jetty upgrades, under the terms of an NEC3 Contract agreement.
The Port of Milford Haven is a trust port and is the UK’s top energy port and Wales’ busiest port handling around 20% of Britain’s seaborne trade in oil and gas. The Port of Milford Haven also owns and operates Pembroke Port and Milford Dock.
As the statutory harbour authority, MHPA provide pilotage services for navigation within Milford Waterway. The Pilot Jetty provides access and shelter for the pilot boats. The Port have committed to investing in a fleet of new pilot boats and upgrading the supporting infrastructure on the Pilot Jetty including provision of new pontoon and brow to berth the pilot boats against.
MHPA wishes to appoint a contractor to design, supply and install the mechanical package of works as detailed below for the Pilot Jetty upgrades, under the terms of an NEC3 Contract agreement.
The Contractor will be responsible for the design and construction of the project from inception through to site delivery. The scope of works will include:
• Accommodation unit(s) located on the jetty to contain:
o Kitchen, living and office space for 7 people complete with one toilet with handwash facility
• Services stanchions and cable trays on the Pilot Jetty
• Wastewater pumping system to facilitate:
o Removal of grey and black water from the accommodation unit and toilet back to the wastewater system on land.
o Wastewater pump out from pilot boats berthed on the pontoon berths to the wastewater system on land.
o Transfer chamber adjacent to Foreshore Stores with pumping arrangement to the main cesspit.
o Oily waste removal from pilot boats berthed on the pontoon berths to an IBC on jetty deck.
• Fire Water pipeline and hydrants on the pilot jetty
• Potable Water pipeline and connections on the pilot jetty
• New Crane on the pilot jetty
• Wind Barrier to provide shelter to the pilot boat berths
• Tender Storage (designated space on jetty deck layout)
The contractor will be appointed as both Principal Designer and Principal Contractor in accordance with the CDM 2015 regulations.
Contractors will be expected to demonstrate proven experience in the design and construction of mechanical works in a marine environment.
Lot 2 Fuel Supply Package Pilot Jetty upgrade

• New 80,000 litre capacity diesel storage tank(s) on the land adjacent to the Foreshore Stores
• Fuelling points to enable the fuelling of pilot boats berthed alongside the new pontoon berths and all associated items including full redundancy of the system
• New 8,000 litre capacity Ad-Blue storage tank complete with delivery system
