Dream Home Swansea is seeking to appoint a development and management partner to work alongside ourselves and the professional team throughout the planning, design, construction and occupation phases of a new supported living scheme in Swansea, South Wales, using a community led housing approach.

The concept of Dream Home Swansea (DHS) originated from local parents and carers recognising the significant lack of opportunities for young people (YP) with learning disabilities (LD) to transition from home into supported living. This is coupled with a lack of opportunities to engage in meaningful learning and employment that will help them live to their full potential with as much independence as possible.

Expressions of Interest to be received by no later than Friday 5th September 2025

Expressions of Interest should be accompanied by responses to the following questions:

1.Understanding of our requirements and how the project will be delivered.

Please answer the following questions with a maximum of one A4 page per question, or eight pages overall:

a. What do you think you will bring to the partner organisation role and how will you support the vision and aims of DHS?

b. How do you envisage the partner role sitting within the organisational structure of this project?

c. How do you envisage the process of working alongside a community-led housing group, DHS, and the YP Friendship Group and what would the similarities and differences be from what might be termed conventional client - project manager relationship?

2.Demonstratable experience of similar schemes/projects that you have worked on in the past, and the location of these schemes.

Please provide brief descriptions that demonstrate your experience of the following:

a. Provide three relevant examples of delivering and managing supported living schemes large scale housing developments.

b. Provide three relevant examples of working with multiple agencies and professionals to successfully deliver projects

c. Provide three examples of working with community-groups in the development process.

d. Provide three examples of working within and accessing Housing with Care Fund (HCF) and Social Housing Grant (SHG) programmes to deliver supported living schemes

e. Any other relevant experience to the brief or experience with community-led affordable housing

To submit your expression of interest, please respond through the Sell2Wales portal no later than 12 noon on Friday 5th September 2025.

The submission must contain the following:

• Responses to questions

• Copy of insurance

• Confirmation that no conflicts of interest exist or please declare any actual or potential conflicts of interest.

• Details of the key personnel who will be responsible for managing and undertaking the work, including their experience, relevant qualification.

• Names and contact details of two referees to whom you have provided a similar service in the past and who you are happy for us to contact.
