Cardiff and Vale University Health Board is seeking a provider to deliver a Mental Health Crisis House Service for adults in Cardiff and the Vale of Glamorgan. The service will provide a short-term, recovery-focused residential alternative to hospital admission for individuals experiencing an acute mental health crisis, supporting crisis stabilisation, recovery and community reintegration. The successful provider will be responsible for sourcing, maintaining and managing suitable premises for delivery of the service, ensuring compliance with all relevant safety, accessibility and service requirements. The contract will be for an initial term of 4 years with an option to extend for a further 1 year. The estimated contract value covers the full potential contract term, including the extension period, and incorporates all costs associated with the provision and maintenance of the premises by the supplier. Cardiff and Vale University Health Board is seeking a suitably experienced and qualified provider to deliver a Mental Health Crisis House Service for adults residing within Cardiff and the Vale of Glamorgan. The service will provide a short-term, intensive, recovery-focused residential alternative to hospital admission for individuals experiencing an acute mental health crisis. The aim of the service is to support crisis stabilisation, promote recovery, reduce avoidable inpatient admissions, facilitate earlier discharge from hospital where appropriate, and enable individuals to remain connected to their local communities and support networks.

The service will form part of the wider acute mental health pathway and will work closely with Crisis Resolution and Home Treatment Teams, statutory services and third-sector organisations to ensure integrated and person-centred support. Individuals accessing the service will receive time-limited therapeutic support within a safe and least restrictive environment, with a strong emphasis on recovery planning, independence, wellbeing and community reintegration.

A key requirement of this contract is that the successful provider will be responsible for sourcing, maintaining and managing suitable premises for the delivery of the service. Premises must be appropriate for a residential crisis support environment and comply with all relevant requirements relating to health and safety, accessibility, safeguarding, infection prevention and control, service user wellbeing, and all applicable legislation and regulatory standards.

The provider will be expected to deliver a holistic, person-centred service supported by a suitably skilled workforce, effective governance arrangements and strong partnership working. Service delivery must be inclusive, accessible and responsive to the diverse needs of individuals experiencing mental health crises, with clear mechanisms for capturing service user and carer feedback to support continuous improvement.

The contract will be awarded for an initial period of 4 years, with the option to extend for a further 1 year. The estimated contract value covers the full potential contract term, including the extension period, and incorporates all costs associated with the delivery of the service, including the provision, management and ongoing maintenance of the premises by the provider.
