Transport for Wales (TfW) is seeking engagement from suitably qualified and experienced organisations to support the development of a future procurement requirement for a CCTV Estate Strategic Review, Risk Assessment and Investment Business Case.

TfW operates a diverse CCTV estate across stations, depots, operational facilities and rolling stock throughout Wales and the Borders. The estate has evolved through multiple investment programmes, asset ownership arrangements, technologies and operating models. TfW is seeking independent market insight to help shape the future approach to understanding, managing and investing in this estate.

This market engagement relates specifically to the development of requirements associated with:

Phase 1: Strategic Review, Risk Assessment and Investment Business Case

The anticipated scope of Phase 1 includes:

• Establishing a strategic baseline understanding of the current CCTV estate.

• Reviewing available asset information, governance arrangements and ownership models.

• Understanding ownership, maintenance and support arrangements across the estate.

• Assessing operational effectiveness and current estate capability.

• Identifying coverage gaps, operational deficiencies and areas of risk exposure.

• Undertaking a high-level review of cyber resilience, governance and compliance arrangements.

• Evaluating future requirements and strategic objectives.

• Developing investment options and future estate strategies.

• Producing a prioritised investment roadmap and outline business case to support future decision-making.

Indicative deliverables may include:

• Strategic CCTV Estate Review.

• High-Level Asset Register.

• Estate Coverage Assessment.

• Risk Register.

• Cyber Maturity Assessment.

• Prioritised Investment Roadmap.

• Capital Cost Estimates.

• Outline Business Case.

• Executive Recommendations.

Suppliers should note that Phase 1 forms part of a wider strategic programme.

The outputs of Phase 1 are expected to inform future decision-making associated with:

Phase 2: Detailed Forensic Assessment.

Phase 3: Upgrade and Transformation Programme.

No decision has been taken regarding any future procurement strategy or delivery model associated with Phases 2 and 3.

The estimated value relates solely to Phase 1: Strategic Review, Risk Assessment and Investment Business Case activities.

Any future requirements arising from subsequent phases of the CCTV Estate programme will be subject to separate governance approvals, funding decisions and procurement strategies.

Transport for Wales intends to undertake a co-design market engagement exercise to help shape the future procurement approach for the CCTV Estate Strategic Review, Risk Assessment and Investment Business Case.

The purpose of the engagement is not to present a predetermined requirement, but to collaborate with the market to test assumptions, challenge current thinking and better understand the art of the possible. TfW wishes to engage openly with the market to ensure future requirements are realistic, proportionate and reflective of market capability.

Through a collaborative co-design approach, TfW seeks to:

• Validate its initial thinking regarding the scope and objectives of Phase 1.

• Understand what should and should not be included within the Phase 1 requirement.

• Explore appropriate methodologies for strategic estate reviews and risk-based assessments.

• Understand lessons learned from similar CCTV, security and infrastructure programmes.

• Assess market capability and capacity.

• Identify opportunities for innovation and best practice.

• Explore future delivery approaches that may support later phases.

• Ensure future procurement activity reflects practical market capability and operational realities.

The engagement model promotes active market consultation beyond a traditional supplier briefing and seeks practical solutions aligned to the challenges of understanding, managing and investing in a complex CCTV estate. TfW is seeking honest challenge, constructive feedback and innovative thinking rather than passive consultation.

We want to understand:

• What good looks like for a modern, integrated CCTV estate.

• What should be included within Phase 1 and what may be more appropriately addressed in later phases.

• The risks and barriers commonly encountered in programmes of this nature.

• How TfW can move from “what we think we have” to “what we know we have”.

• How future investment decisions can be supported through proportionate and evidence-based assessment methodologies.

Organisations with expertise in CCTV estates, surveillance technologies, security infrastructure, asset management, cyber security, transport environments, risk management, strategic reviews and business case development are encouraged to participate.

The content and objectives of both sessions will be identical.

Depending upon the level of market interest received, TfW reserves the right to operate one or both engagement events. Attendance will therefore be allocated following registration and confirmation by TfW.

Interested organisations wishing to attend should register their interest by emailing: supplychain@tfw.wales with the subject heading: CCTV Estate.

The registration email should include:

• Attendee full name.

• Contact telephone number.

• Organisation name.

• A high-level summary of the organisation's capabilities relevant to this opportunity.

Following receipt of registrations, TfW will review submissions and:

• Confirm attendance.

• Allocate attendees to an engagement session.

• Provide joining instructions.

• Issue any further information relevant to the event.

Security and Access Requirements

Due to the operational nature of the Welsh Rail Operating Centre, attendance will be strictly controlled.

IMPORTANT

• Attendance is by prior registration and confirmation only.

• Entry will only be granted to pre-registered attendees.

• All attendees must present valid photographic identification upon arrival.

• Attendance confirmations are non-transferable unless agreed in advance by TfW.

• No additional guests or unregistered attendees will be granted access to the building.

• TfW reserves the right to refuse entry where registration requirements have not been met or suitable identification cannot be provided.
