II.2.4) Disgrifiad o’r caffaeliad
The Borough Council of Calderdale commissioned a service to deliver an outcome focussed, high quality specialist domestic abuse support service for adults, children and young people across Calderdale (the ‘’Service’’). The Service was to have a strong focus on prevention and early intervention. In particular, the Service would:
— provide outcome focussed, high quality and person centred Specialist Domestic Abuse (DA) services for adults, children and young people across Calderdale,
— have a strong focus on early intervention and prevention, with at least 40 % of activity dedicated to this,
— see individuals as part of a bigger system of family relationships and as such would work closely with wider partner agencies to provide co-ordinated support for those experiencing domestic abuse,
— include outreach support in areas with the highest demand and have the flexibility to be accessible at those times and locations with highest need.

VII.2) Gwybodaeth am addasiadau
VII.2.1) Disgrifiad o’r addasiadau
Young People’s Domestic Violence Advocate (YPVA) post variation: The provider was required to employ the YPDVA as part of the service provision. Previously the post had been employed by the Council and seconded into the service. The Variation was agreed in September 2016 and the value was 80 750.00 GBP spread over the 3 years of the original contract. The provider will continue to employ the YPDVA during the 2 year extension period.
Independent Domestic Violence Advocate (IDVA) Variation – Two additional variations were agreed in February 2018 and August 2018, with a total of 55 000 GBP (30 000 + 25 000 GBP) spread over the period of the original contract, to end on 30.6.2019. This was to provide and additional 38 hours (12 + 26 hours) per week IDVA provision, in order to offer more specialist court support to victims. The additional hours will not be provided during the 2 year extension period.
The Children and Young People’s Support Service will be removed from the Specification for the 2 year extension period.

Disgrifiad o’r rhesymau economaidd neu dechnegol a’r anghyfleuster neu’r achos o ddyblygu costau sy’n atal newid contractwr:
YPVA – The provider was already delivering this service through a secondment arrangement, and in line with the rest of their service provision. Supervision, management and monitoring was in line with the wider service provision and procuring the service from another provider would have meant additional costs and unnecessary demands on officer time. IDVA – the additional funding was specifically for IDVA Provision. The provider is delivering an IDVA service as part of the wider service, so the additional hours added to existing provision. A procurement exercise would not have been cost effective in terms of making best use of this additional funding. The Children and Young People’s Support Service is being removed as the service is not sustainable in the longer term and in the light of an expected reduction in the overall budget going forward.
