The aim of this commission is to enable
the ENPA to submit a successful funding
application to the National Lottery Heritage
Fund. It is currently expected that the
project will cost up to £10million. Along
with the application form itself (which will
be completed by the ENPA), the Authority
is required to submit a series of documents
to the Heritage Fund and these will be the
commission’s outputs.
ENPA is seeking to appoint a Design Team
to lead on this work, by producing initial
documentation based on the vision of the
ENPA, its partners and stakeholder, for the
future of Plas Tan y Bwlch. It is essential that
the Team collaborates closely and appreciates
the interconnection of the various elements
of this commission:
1. Business Plan: a sustainable and realistic
business plan is key to the future
management of Plas Tan y Bwlch. It
is imperative that the business plan
integrates the client’s priorities for
business and activity and the ethos of
National Parks. The bid should illustrate
ow the consultant will engage with the
client team. As part of the business plan,
several options should be considered
(including the client’s vision), such as:
◦ Office space, for use as the ENPA
Headquarters. Requirements such as the
number of desks and the type of spaces
required will need assessment, based on
working patterns and business needs.
◦ Business activity such as accommodation,
café, activities, provision of skills training,
retail, meeting room hire, events.
◦ Secondary income deriving from other
activities, eg. Plas woodlands, trails and
gardens.
◦ Use of energy efficiency and
opportunities to reduce Plas running
costs.
Conference facilities, meeting rooms,
community spaces, exhibition space
(flexible, multi-use spaces).
◦ The Design Team’s business planner
will be required to assess in detail all
available opportunities.
2. Architectural options for the proposed
restoration and development project at
Plas Tan y Bwlch, including creating open
plan internal space, sympathetic to the
historic built environment on the upper
floors of the main building, suitable
for housing the ENPA Headquarters,
improving access and maximising options
for commercial use and interpretation of
the different spaces at Plas Tan y Bwlch.
3. Landscape architecture options for
the restoration of the Plas Tan y Bwlch
registered historic park and garden, to
include producing a condition survey of
the Plas Tan y Bwlch gardens.
4. Assessment of options for energy
use and opportunities to install
renewablesystems that will reduce Plas
Tan y Bwlch’s running costs in the long
term such as installation of ground
source heating, location of ground source
infrastructure, feasibility of installing
solar panels within the estate, possibly
supported by a battery energy storage
system, to offset the running cost of the
same. The report will include installation
costs and medium term running costs
aiming towards maintaining Plas Tan y
Bwlch as a historic building running at
net zero carbon emissions.
