This is a Provider Selection Regime (PSR) award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act do not apply to this award. In accordance with Regulation 10 of The Health Care Services (Provider Selection Regime) Regulations 2023, Hull City Council is looking to award a contract under the Most Suitable Provider process as the Council is able to identify the most suitable provider without running a competitive exercise, for the provision of Family Hubs GP Drop In Clinics. The contract is anticipated to commence 1st July 2026 ending by 30th June 2027. The Authority has estimated the value of the services to be £55,000. The publication of this notice marks the end of the standstill period. No representations were made during this time.

The Family Hub GP Drop In Clincs shall provide a GP 'drop-in' service at both the Rainbow Family Hub and the Fenchurch Family Hub. The service aims to improve the experience of families and their health outcomes by making holistic and preventative primary care accessible.
Aims and objectives of service
• Improve the experience of families and their health outcomes by making holistic and preventative primary care accessible.
• Build the confidence, capability and health literacy of parents and carers to manage family health needs well by working alongside them with more flexible appointment times, in an environment tailored towards proactive health-oriented shared decision making.
• Build trust and connections between services (for example, primary care, health visiting and Best Start Family Hubs) and upskilling of other professionals working in early years at the Family Hub.

The Service Review was undertaken contributing to our decision making as well as colleagues in procurement and legal. The Review was then cross-referenced with the Key Evaluation Criteria to assess their proposal. The weighting for each of the criteria was as follows:
1. Quality and Innovation - Pass/Fail
2. Value - Pass/Fail
3. Integration, collaboration and service sustainability - Pass/Fail
4. Improving access, reducing health inequalities, and facilitating choice - Pass/Fail
5. Social value - Pass/Fail
As further assurance that the provider would be able to satisfy the new contract to a sufficient standard, Quality Assurance questions based on the updated service specification were issued covering the key criteria, the statements are below:
1. Quality and Innovation - The Service Provider provided a comprehensive response and gives assurance. Specifically covers integration, ethos, model and approach. Clinical governance is particularly key for this service, and the provider articulates how this will be provided. Commitment to evaluation and development is welcome.
2. Value - The Service Provider proposed budget matches the HCC indicative amount. Costings give assurance that this is a realistic budget, gaining the value of the wider organisation but with minimal management overheads.
The Service Provider shall work with the Local Authority to ensure efficiency and achieve effectiveness.
3. Integration, collaboration and service sustainability - The service provider gave a comprehensive response covering ethos and practical approach. This gives assurance that the service will continue to be provided in the way it has been in the past. Evidence of effectiveness from previous evaluation quoted and relevant examples given.
4. Improving access, reducing health inequalities, and facilitating choice - The service provider gave a comprehensive response which gives assurance that health inequalities and access barriers for this community are both understood and given full consideration in service planning and delivery.
5. Social value - This service provision will improve the overall well being of families. Clear articulation of how the model will build trust and improve families' ability to navigate the system. Relevant examples given. Good examples of sharing learning in the past and commitment to do so in the future.
