Esboniad
This contract has been awarded via a direct award under the NOE CPC Total Technology Solutions Framework (NOEI.0552.0), which was established in compliance with the Public Contracts Regulations 2015 and Directive 2014/24/EU.
As the framework has already been subject to a competitive tender process and advertised in the Official Journal of the European Union, this call-off does not constitute a new procurement procedure requiring prior publication.
The award has been made in accordance with the framework’s call-off provisions to an approved supplier. The decision reflects the organisation’s requirement to renew existing Fortinet licensing which supports critical network infrastructure, including cyber security, firewall protection, and secure connectivity services.
A direct award was justified due to the technical dependency on the incumbent solution, the need to ensure continuity of a business-critical service, and the urgency associated with licence expiry.
Accordingly, the award is compliant with Regulation 33 of the Public Contracts Regulations 2015 governing the use of framework agreements, and no separate call for competition is required.
