Technology Enabled Care Services (TECS) have the potential to transform the way people engage in and control their own healthcare, empowering them to manage it in a way that is right for them. Torbay and South Devon NHS Foundation Trust (the Trust) is an integrated care organisation and draws together health and social care for people living in Torbay and South Devon. In recognition of the benefits of TECS the trust is looking to redesign our approach and invest in technology as central to delivery of social care and the promotion thereof in the private funding market; this includes transition of the existing publicly and privately funded customers from the trust’s internal alarm and monitoring service.
We believe this is an opportunity for a supplier to transform the way technology is approached in Torbay leading the growth and driving the potential of technology with the full support and endorsement of the trust and Torbay Council. The trust seeks a supplier to manage the existing customers and deliver a strategic approach to the delivery of technology and change management in Torbay from an early preventative approach through to health and end of life care.
The delivery of this contract will be based on a 2 phase approach. Phase 1 will ensure existing services are transitioned and maintained whilst achieving growth from private funding people. During Phase 2 the supplier will develop an innovative model to transform how TECS are accessed and delivered.
Key requirements including but not limited to:
a— 24x7 - 365 days fully managed TECS,
b— training,
c— TECS assessments,
d— Identification & purchasing of TECS equipment,
e— Installation, maintenance & delivery /collection of TECS equipment,
f— decommissioning of equipment, including recycling,
g— TECS monitoring response service,
h— developing and working with first response /mobile response services once appointed – i.e. services that intervene following an incident, no-response call or non-injury fall and prior to ambulance call where appropriate,
i— tracking and realisation of financial and non-financial benefits,
j— developing TECS provision in the residential and supported living sector,
k— developing the private funding market,
The supplier’s approach will include:
a— co-designing the final service offer with the Trust and with input from members of the community,
b— cultural change and embedding the new TECS provision,
c— supporting and promoting innovation,
d— ensuring all aspects of the service(s) are managed and coordinated effectively and to a high quality, creating a smooth end-to-end process for the user,
e— developing and delivering the TECS strategy in line with the wider devon sustainability and transformation partnership and the trust’s model of care.
This is an exciting opportunity for a supplier to work with the trust. Any supplier interested in contracting with the trust will need to demonstrate that they are able to operate at a very high level (including as minimum TSA Voice accredited) and have the relevant experience in delivering change and innovation, for our TEC strategy.
