The Authority is seeking expressions of interest from a suitably experienced and qualified service provider to enter into a concession contract (the “Concession Contract”) provide a range of management and related services (“Concession”) for up to 5 sports and leisure facilities all located in the London Borough of Hillingdon. The Concession includes cleaning services, environmental and energy management, customer service, catering and vending services, managing IT systems, maintenance of buildings plant and equipment, grounds maintenance, event management, reporting and marketing and publicity services, and meet a series of performance standards in respect of the concession. The successful tender will enter into a bespoke concession contract with the Authority for an initial period of 10 years with an option at the Authority's sole discretion to extend for a further period of 5 years, giving a total possible contract term of 15 years.

II.2.4) Disgrifiad o’r caffaeliad
The Authority is seeking expressions of interest from a suitably experienced and qualified service provider to enter into a concession contract (the “Concession Contract”) to provide a range of management and related services (“the Concession”) to up to 5 sports and leisure facilities all located in the London Borough of Hillingdon. Sport and leisure has been an important priority for the Authority, and significant capital investment has been allocated over the past 10 years to provide brand new leisure facilities and to promote the Authority's vision to be a “more active, more healthy successful sporting Borough”. The Authority is keen to encourage proposals to maximise the long-term benefit and sustainability of each centre to the communities they serve. The Authority is able to provide capital investment of approximately 2 250 000 GBP for agreed projects that provide a good return on investment. The selected service provider must be able to balance the Authority's financial expectations with the need to fulfill through programming and development, the needs of the local community and sports clubs by providing a varied programme of activities whilst supporting club development and local sporting success. In addition to the 4 existing centres, the Authority is currently planning the design and construction of a new sports and leisure centre which is anticipated to be completed during the term of the concession contract. It is intended that the selected service provider for this tender will also be given the opportunity to deliver services to the newly constructed 5th centre, subject to the agreement of proposals and a management fee on an open-book basis. Therefore, interested parties should note that this tender and the concession contract will cover service delivery to the forthcoming 5th centre. The concession includes cleaning services, environmental and energy management, customer service, catering and vending services, managing IT systems, maintenance of buildings plant and equipment, grounds maintenance, event management, reporting and marketing and publicity services. The selected service provider will be required to reach a series of performance standards in respect of the concession. The successful service provider will enter into a bespoke concession contract with the Authority for an initial period of 10 years with an option at the Authority's sole discretion to extend for a further period of 5 years, giving a total possible contract term of 15 years. A 15 year contract term is likely to be required in order to achieve the required return on investment for the Authority and a reasonable profit for the selected service provider.

The Authority reserves the right not to award any concession contract pursuant to this tender exercise and/or to abandon this tender exercise at any time and/or to award a concession contract for part of the concession at its sole discretion. The Authority shall have no liability whatsoever to any tenderer as a result of its exercise of that discretion. For the avoidance of doubt, all costs incurred by any tenderer before signature of any concession contract with the Authority shall be incurred entirely at that tender's risk.
