Award of a single supplier framework agreement for sampling, laboratory analysis and reporting from sewage works, river sites etc, across the Thames Water geographical region, in the South of England. The total number of samples will be approximately 2 600 over the initial term of the contract. These will be undertaken through a phased scheme of work for Chemical Investigations Programme 3 (CIP3), the majority of which will take place in the first year (and sixth year if extended). All results must be reported within specified deadlines.
The range of substances to be analysed in CIP3 is an extension of that carried out in CIP2. The groups of substances to be sampled include; metals, flame retardants, antifungal substances, sanitary determinands, substances of specific environmental concern, pharmaceuticals, insecticides, substances of emerging concern.
The scope for all research themes is included in a scoping document, being commissioned by UKWIR (UK Water Industry Research).

Thames Water Utilities Ltd will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Utilities Contracts Regulations 2016 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
