The IWPRB is interested in understanding the pay and conditions of school teachers and school leaders within the 4-18 years standard school system in other countries to inform changes that could be introduced in Wales to help deliver the national educational mission.

The research must focus on pay and conditions of teachers and school leaders (pay scales, allowances, career progression and the types of roles) and how such factors are used to best influence the following “Main Themes”:

(a) Enhance the educational outcomes of pupils

(b) Attract and retain teachers and leaders

(c) Continuously develop teachers and leaders

The following outputs will be required:

- Global Benchmarking - It will be a requirement to baseline the Welsh system globally through a benchmarking exercise across the Main Themes, considering contextual factors.

- It will be a requirement to conduct a correlation exercise and in depth analysis to understand the influence of the contextual factors on the Main Themes

- In depth case studies will be required for circa five countries to provide more contextual information in respect of changes made, or evidence of good practice related to pay and conditions of teachers and school teachers (pay scales, allowances, career progression and the types of roles) across each of the Main Themes.

- A comprehensive report detailing the outcomes of this brief will be required, along with a PowerPoint presentation that contains the key findings.

- The research team will be expected to facilitate a workshop (1-2 days) with the IWPRB in order to co-create options based on the research findings. The research team will then be expected to facilitate a series of consultation events with key stakeholders (circa 3 days in total) and formulate an appraisal of the options to recommend to the IWPRB in the form of a written report and PowerPoint presentation
