The City of London (the City) is holding a commissioning role to secure and oversee various pan-London substance misuse treatment services. As part of the Government’s ambition to end rough sleeping, grant funding in the form of a Rough Sleeping Drug and Alcohol Treatment Grant has been provided for a partnership-led pan London Substance Misuse Programme for people who sleep rough/in hostel accommodation/risk of return to the street. The City has agreed to act as the lead commissioner for this Programme using the grant funding obtained to commission a team to help people who are sleeping rough or at risk of sleeping rough who need support with their drug and alcohol addiction. The amount of grant provided for this pan-London service is fixed and needs to be spent in full. This grant requirement creates urgency around the process.
The City requires a provider with relevant qualifications, skills, and experience to deliver a homeless substance misuse engagement team with a focus on individuals who are sleeping rough or at risk of sleeping rough to support people into substance misuse treatment in London. This Service will make a critical contribution to the wider strategic intention to end rough sleeping and reduce harm linked to substance misuse. The Services are to commence from the 1st April 2024 to the 31st March 2026. A 12-month optional extension is included which will be subject to grant funding being received.
It is intended to award the contract in accordance with the Provider Selection Regime Regulations under Direct Award process C where there is an existing provider for the services and that existing provider is satisfying the original contract and will likely satisfy the proposed new contract, and where additionally the services are not changing considerably.

Explanation:
This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.
The existing contract with the contractor named in this Notice is to expire on the 31st March 2024, and the City is proposing a new contract to replace the existing contract at the end of it’s term. The proposed contracting arrangements are not changing considerably from the existing contract. The City is content that the contractor named in this Notice is satisfying the existing contract to a sufficient standard, and will likely satisfy the proposed contract to a sufficient standard taking into account the relative importance of the Key criteria referred to in Regulation 5 of the Regulations, and applying the Basic selection criteria in accordance with Schedule 16 of the Regulations. The City is therefore satisfied that the conditions for Direct Award Process C can be, and have been met.
The publication of this notice marks the start of the 8 working day mandatory standstill period. which will be introduced the day after this notice is published. Written representations by providers must be made to decision makers before midnight on the 26th March 2024. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.
