The Authority is seeking to procure the second generation of rehabilitative services for men in prison or the community to help them address rehabilitative needs and to desist from offending, across England (other than Greater Manchester, where a procurement for similar services will be led by GM Combined Authority) and Wales. The overall desired budget for the men's services is £132.4m. The aim is for an indicative launch date of August 2025 and an indicative award of October 2026, with an anticipated indicative go live date of March 2027. The proposed contract length shall be 5 years, with the option to extend by up to 3 further years. Build supportive relationships and social networks. This might include family relationships, friends, community groups and peer communities. 

Connect to a range of community-based activities and resources that matter to them. This could include volunteering, sport or constructive leisure activities.

Progress towards recovery from drug or alcohol use and gambling.   

Achieve and maintain sustainable outcomes in relation to housing, employment and financial management. 

These new combined services will replace the existing separate pathway services previously procured which cover Dependency & Recovery, Personal Wellbeing, Accommodation, Finance Benefit Debt and Education Training and Employment. Given the breadth of the services, the specialist skills and knowledge required, the need to support a diverse range of individual needs and characteristics and our desire to maintain a vibrant and healthy SME (Small Medium Enterprise), and VCSE (Voluntary, Community and Social Enterprise) Justice sector, we would like a range of organisations to be involved in service delivery through consortia or supply chains.

This combined service shall be delivered through regional contracts. The authority plans to tender 29 contracts in two waves of tenders;

The overall desired budget for the men's services is £132.4m. The aim is for an indicative launch date of August 2025 and an indicative award of October 2026, with an anticipated indicative go live date of March 2027. The proposed contract length shall be 5 years, with the option to extend by up to 3 further years. The Authority is seeking to procure the second generation of rehabilitative services for men in prison or the community to help them address rehabilitative needs and to desist from offending, across England (other than Greater Manchester, where a procurement for similar services will be led by GM Combined Authority) and Wales. The overall desired budget for the men's services is £132.4m. The aim is for an indicative launch date of August 2025 and an indicative award of October 2026, with an anticipated indicative go live date of March 2027. The proposed contract length shall be 5 years, with the option to extend by up to 3 further years.
