Liverpool City Council (LCC) ran a competitive process under the Provider Selection Regime (PSR). This notice is an intention to award a contract under the competitive process. The approximate lifetime of this contract is 33 months (inclusive of a 12 month extension). This is an existing service with an existing provider to be delivered between 1 July 2026 and 31 March 2028

Improving access, reducing health inequalities and facilitating choice (30%) - Rank 1
The service has a positive shared ambition locally to have an accessible, high quality, effective, person-centred integrated drug and alcohol recovery-oriented system of care. Additionally, a key principle of the service is for service users to have clear access to residential treatment on an equitable basis.
Quality and Innovation (25%) - Rank 2
The service specification is not intended to be prescriptive and as a result is seeking a provider to innovate and drive evidenced based practice, using a local multidisciplinary approach to support clinical decisions about access to residential treatment. There is significant evidence that effective, high-quality drug and alcohol treatment and recovery services play an essential role in preventing harm, improving health, and reducing health inequalities, while also supporting improvements across a range of outcomes for all in society.

Value for money is a key consideration, given the monetary budget available to deliver a quality service that is fit for purpose and meets the needs of local service users.
Integration, collaboration, and service sustainability (15%) - Rank 4
In 2021 the Government published From Harm to Hope: A 10-year plan to cut crime and save lives. It was the official response to the Independent Reviews of Drugs led by Dame Carol Black and accepted all her key recommendations.
The national strategy acknowledges systemic problems and emphasises the importance of better integrated services to deliver on the priority of becoming a world-class treatment and recovery system. It recommends that local authorities consider the integration of their own commissioned offers, within wider system collaboration, such as mental and physical health and criminal justice pathways. In addition, the strategy announced a new commissioning quality standard, intended to improve transparency and accountability.
Social Value (10%) - Rank 5
Social Value indicators based on supporting growth of responsible regional business and supporting healthier, safer and more resilient communities is part of the objectives of the service, for the provider to facilitate in delivering the contract.
