The appointed contractor will be required to provide cleaning services subject to scheduling and service levels as detailed in the Invitation to Tender. The services will take place primarily within the Terminal Building but will also extend to Airport outstations and will require both landside and airside working. The service will also incorporate waste disposal management including the removal of waste arising from retailers and catering outlets operating within terminal together with the segregation of waste for recycling and its transportation to licensed sites/recycling centres.

In addition to the core cleaning and waste disposal services, the appointed contractor will also provide facilities management in the specific context of public and non-public toilets and wash-rooms and will be required to undertake external litter picking in the immediate vicinity of the terminal building entrance together with such further ancillary services as may be detailed in the invitation to tender.

Opsiynau

Three year contract with option to prolong for a further 12 month period which may be further extended for an additional 12 months leading to a potential overall duration or 5 years; each potential 12 month extension subject to the agreement of the parties.

An economic operator will be ineligible for participation in the tender process where the economic operator or its directors or any person who has powers of representation, decision or control of the economic operator has been convicted of any of the offences listed at regulation 26 paragraph 1 of the Utilities Contracts Regulations 2006 as amended by subsequent legislation, such ineligibility being subject to paragraph 2 of regulation 26).

An economic operator may be judged ineligible for participation in the tender process where any of the grounds set out at Regulation 26 paragraph 5 of the Utilities Contracts Regulations 2006 as amended by subsequent legislation applies to the Economic Operator. Economic operators responding to this notice shall provide written confirmation, as provided for in the Prequalification Documentation and Questionnaire, as to their status with respect to the matters set out in paragraphs 1 and 5 of regulation 26.

The estimated value range stated at section II.2.1 applies to a contract period of three years and does not include for any potential extensions to the contract period as detailed at section II.2.2.

Economic Operators who wish to participate in this procurement process should express interest, via email, to the contact point given in section I.1 no later than the date and time specified in section IV.3.4 requesting a copy of the Prequalification Questionnaire. This will be issued following the date identified at section IV.3.4 of this Notice.

Belfast International Airport Ltd will incorporate a minimum 10 calendar day standstill period at the point information on the intended award of the contract is communicated to tenderers. The notification will provide full information on the award decision in accordance with the requirements of the Utilities Contracts Regulations current at the date of despatch of this Notice.
