This is Contract Award for the provision of Legal Services in respect of the Caerau Mine Water Heat Scheme to Bridgend County Borough Council (BCBC).
There are potentially three (3) sequential Work Packages (WP's):
Work Package 1 – Review and Recommendations relating to the Proposed Delivery Model.
Work Package 2 - Commercial Arrangements for Business Case Preparation.
Work Package 3 - Legal advice for subsequent activities
Bridgend County Borough has extensive areas of coal mining and in late 2013 BCBC began to investigate the potential that the former mine workings offered as a geo-thermal source of heat. To date, several studies including heat and master planning have been completed, the most recent being the Upper Llynfi Valley Heat Network Project Feasibility Study (FS) focusing on the development of a mine water geothermal District Heat Network (DHN) in Caerau, delivered by a consortium led by Cardiff University. The study is currently going through final amendments and will be made available to the successful tenderer. The development of a DHN in the area will help reduce dependency upon fossil fuels and has the potential to reduce fuel poverty, create jobs, improve energy security and reduce emissions.
Under the planned scheme, heat will be extracted from the mine water and transported to residents’ properties using a network of pipes. It is expected that the scheme would use central heat pumps, but it is possible that a solution in which individual properties have their own heat pump may be advantageous.
In 2016, BCBC submitted a European Regional Development Fund (ERDF) application for capital funding of the proposed scheme. The ERDF application was approved in 2017 with a budget of £6.5M.
