As part of a wider programme of works Jisc are looking to replace the functionality of a bespoke registry software before quarter three 2021. This registry is fundamental to the operation of Jisc’s DNS service which is authoritative for (amongst others) ac.uk and gov.uk domain names to the education, research and public sector.This work is part of a wider, long-term programme of works to fully transform the current DNS service by delivering new infrastructure, a customer administration portal and introducing elements of modernization, self-service and service automation. Suppliers will need to work in a collaborative manner with Jisc to build and implement the software and support integration into a customer facing portal.

We are interested in hearing from suppliers who are familiar with Jisc and our position as the digital solutions provider for the UK’s research and education community and understand our unique and bespoke registry requirements. Jisc are also keen to formulate close working relationships with the registry service or software supplier over a number of years and learn from the supplier's expertise and be advised on best practices, industry standards and compliances and kept abreast of new technologies. Jisc have put together a list of provisional mandatory requirements for the registry functionality to provide including APIs, registry lock functionality, EPP compliance, RDAP integration, resilience across multiple locations and MFA. Capable suppliers will be invited to discuss these requirements.

Jisc will incorporate a standstill period at the point of information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 article 91 provides for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
