Tai Calon will not appoint the same contractor/service provider to both lots – bidders may bid for both lots but, if successful, would only be appointed to one. This is because the HSE advises that the works/services should be segregated and undertaken by two separate companies. Please see Invitation to tender documents for more information

LOT ONE: Tai Calon is seeking an experienced and qualified HSE licensed contractor to undertake a programme of licensed asbestos removals to its housing stock as part of its long term programme of upgrading its existing properties and manage its ACM’s.

LOT TWO: Tai Calon is seeking an experienced and qualified Asbestos Analyst to be involved in asbestos removal and remediation works in a number of ways including;

• To undertake pre-start air quality monitoring

• To undertake enclosure inspections and witness smoke tests.

• To undertake air quality monitoring during the course of the removal works.

• To undertake enclosure inspections during the works.

• To complete the 4 stage clearance procedure and the issue of the certificate of re-occupation.

• Project Management of Licensed Asbestos Removals.

NOTE: There is a requirement for the successful contractor in Lot One to be Licensed for Asbestos Removal by the HSE. Removal/Suspension of this license by the HSE will result in removal from this contract. Any improvement or prohibition notices issued against the bidding contractor must be highlighted to Tai Calon with submitted documents.

LOT TWO: The successful Analyst must be accredited through the United Kingdom Accreditation Service (UKAS) ISO 17025.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

As part of the Community Benefits package for this contract, Tai Calon is asking contractors to consider rebating a percentage of the spend under this contract value to Tai Calon to fund community projects in the Blaenau Gwent Area – these projects could be area specific, e.g. Community Clean-Ups, or relate to Tai Calon schemes such as time banking.

As part of this contract, Tai Calon request that contractors consider committing to liaising with Tai Calon’s Employment and Enterprise Coach, to provide employment, work placement and training opportunities. This may include for example:-

1. Any apprenticeship opportunities.

2. Work placement opportunities to support Tai Calon’s range of fully funded Employment Programmes,

3. The successful contractor to register any vacancies arising as a result of this framework with Tai Calon for a period of 72 hours prior to advertising the vacancies elsewhere in order that Tai Calon can advertise these vacancies to it’s candidate pool.
