II.2.4) Disgrifiad o’r caffaeliad
The Council is seeking to appoint a single Provider (or a consortium of Providers with a Lead Organisation) to deliver the specified service. An open procurement process will be followed where by the Single Procurement Document (SPD) will be utilised to identify suitable Tenderers in terms of compliance with the Public Contracts (Scotland) Regulations 2015 and/or the Procurement (Scotland) Regulations 2016/PR(S)A14 and the minimum standards and any other requirements set out in the Tender documents & Contract Notice. Thereafter an Award Criteria and Pricing evaluation will be undertaken to select the tender which represent the best overall value for money.

The Contracting Authority does not intend to include any community benefit requirements in this contract for the following reason:
Community benefits are not sought in this instance because:
- the potential Providers are third sector organisations/charities and the inclusion community benefits could take away from the service that is being commissioned on a defined budget
- the service is in itself is a benefit to the community
