The Southampton Health and Care Strategy (https://www.southampton.gov.uk/media/pksgbcmi/southampton-city-5-year-health-care_strategy_final_post-covid_tcm63-435823.pdf) sets out a key vision to 'Support adults to live independently through appropriate and accessible housing options with varying levels of flexible support'. For some people, a mental health recovery focussed, stepped model within a psychologically informed and goals focused environment supports them to achieve greater independence. It is with this in mind; the Council is seeking to develop a new Mental Health Recovery Service.

The expectation is this Mental Health Recovery Service will largely act as a step-down setting from Mental Health inpatient provision and work with individuals to support, facilitate and motivate recovery and development of independent living skills including budgeting skills, taking care of the home environment and tenancy management, shopping for and cooking meals, building a network of support in the community, accessing a range of activities in the community, exploring opportunities for training, education, and employment.

People accessing the Mental Health Recovery Service will have s117 Mental Health Act (1983) after care eligibility. They will also likely have co-occurring conditions, including substance use disorder.

The Mental Health Recovery Service will provide proactive specialist Mental Health recovery and the Provider must also have their own premises for the exclusive use of this service, which includes 10 ensuite bedrooms, staff accommodation for sleep-ins, a staff office, shared kitchen and dining facilities and minimum of one client lounge area and a maintained garden which are ready for the commencement of the contract. The costs for individuals accommodation will be met from Housing Benefit.

The Council is seeking a Provider with experience in:

• delivering community based, goal focused mental health recovery support to people with severe mental illness and co-occurring conditions such as substance use disorder

• working with partners including secondary care mental health services inpatient settings and community teams and adult social care

• working within a pathway of mental health recovery support stepping people down to greater independence in their recovery journey

• working within statutory parameters including the s117 aftercare framework and other Mental Health Act (1983) requirements, the Care Act (2014) and working with Probation Services and Ministry of Justice restrictions

• working in collaboration with the Council's Adult Social Care Teams, NHS HIOW, pharmacies, GPs, Substance Use Disorder Services, the Emergency Services and Crisis provision

• providing appropriate, safe and psychologically informed environments and intensive housing management.

The contract term is for two years with an option to extend for a further year.

1st September 2025 - 31st March 2026: £280,000

1st April 2026 - 31st March 2027: £480,000

1st April 2027 - 31st March 2028: £480,000 (subject to extension from 1st September 2027)

1st April 2028 - 31st August 2028: £200,000

Maximum initial contract value (subject to extension): £1,440,000

The contract is subject to an inflation clause for the full contract term which is detailed in the terms and conditions.

The Health Care Services (Provider Selection Regime) Regulations 2023, Paragraph 10 - The Most Suitable Provider Process is being used to procure this service. This notice will be live for fourteen days from the date of publication- Providers wishing to take part in this process should email procurementhealthandcareteam@southampton.gov.uk no later than Thursday 5th June 2025.
