The service will:

• Provide an accessible, safe and effective service that is professional, user-friendly, non-judgemental, person-centred, confidential and easily accessible

• Help people to achieve abstinence and lead alcohol free lives

• Help people maintain and improve their general health and well-being by providing support, advice and linking them into other health and care provision

• Contribute to a reduction in alcohol related hospital admissions and alcohol related deaths in the community.

• Help people to benefit from economic growth in the city by supporting access to employment skills, training and volunteering opportunities.

• Contribute to a reduction in health inequalities by providing help and supporting access to housing and other services to address non-medical needs.

A key impact will be to contribute to the community treatment outcomes in the 10-year national drug strategy “From Harm to Hope” which aims to build a world class treatment and recovery system by improving access to residential detoxification and rehabilitation programmes; supporting the transition into ongoing treatment or recovery services; and increasing the number of people in long term recovery. This strategy emphasises the importance of residential provision for drug and alcohol treatment and includes a target of 2% of adults in treatment accessing residential rehabilitation. Leeds is currently just under this level.

The Leeds Drug and Alcohol strategy reflects national priorities and the city’s ambitions to tackle poverty and inequality and improve quality of life for everyone who calls Leeds home. A priority within the strategy is to ensure that people in Leeds continue to have access to inclusive, high-quality treatment and support services for drugs and alcohol and that more people who need them will access them. Key aims include reduced drug and alcohol use and reduced drug and alcohol-related deaths and harm including hospital admission.

The service will be a key partner in the strategic approach to reducing the impact of drugs and alcohol in the city; as there is no other residential alcohol provision in the city, recommissioning this service ensures that, for those for whom this type of provision is suitable based on clinical and other assessed need, there continues to be easily accessible treatment for those who want to stay close to home and to engage with local recovery groups in the city such as 5 Ways and build support for their ongoing recovery at home and in their own community prior to leaving residential rehabilitation.

This service is the principal residential offer for those for whom it is suitable to remain in Leeds and for whom the service meets clinical and recovery needs. If, for whatever reason, (e.g. domestic abuse or other safeguarding) it was not appropriate to remain in Leeds or, if the service couldn't meet clinical or recovery needs then alternative options would be made available by Forward Leeds. These are all out of area (ie outside Leeds) as there is no other provision in the city. These include: specialist Inpatient detoxification with NHS providers for the most complex physical and mental health cases (including through the IPD consortium and sex worker/rough sleeper pathways); detoxification with a non NHS provider; rehabilitation including with providers who deliver specialist support for women, families, veterans, etc. There is also a structured Dayhab programme at 5 Ways which provides an alternative to residential rehabilitation.

The service will offer significant social value in terms of reducing the impact of alcohol in the city on wider health and social care systems, reducing the impact of alcohol on crime and reoffending, and improving personal and family well-being. Social value targets will form part of service requirements and be monitored through contract management.

Under Regulation 10(4) PSR 2023, the Council identified suitable provider who may be the most suitable provider, with reference to the key criteria and the basic selection criteria.

Following on from paragraph 24, and in accordance with Regulation 10(6) PSR 2023, the Council has assessed the potential provider identified under Regulation 10(4) PSR 2023 and has taken into account the key criteria and applying the basic selection criteria, the most suitable provider to whom to make an award. Therefore, the Council has determined the most suitable provider to deliver these services is St. Anne's Community Services and in accordance with Regulation 10 (1)(b) PSR 2023 the Council is able to award this contract without a competition.
