Cardiff and Vale University Health Board intends to commission a community-based service providing specialist welfare benefits and debt advice to adults with mental health problems. The service will support individuals to maximise income, reduce or manage debt, and improve overall health and wellbeing.

II.2.4) Disgrifiad o’r caffaeliad
The service will deliver specialist welfare benefits and debt advice to residents with mental health needs across Cardiff and the Vale of Glamorgan. It will include casework support, assistance with benefit claims and appeals, debt management (including Debt Relief Orders and bankruptcy), and outreach delivery through appointments, home visits, hospital settings, and community venues.
The service aims to:
- Maximise income and ensure access to full benefit entitlement
- Reduce debt and financial hardship
- Support independent living and wellbeing
- Improve access to advice services through flexible and inclusive delivery
The provider will be expected to work collaboratively with statutory and third-sector partners and deliver services in line with relevant mental health legislation and local strategies.

This is a Provider Selection Regime Wales (PSR Wales) intended approach notice. The awarding of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015/Procurement Act 2023 do not apply to this award.
The award decision makers for this Contract will be the relevant people within the Health Board who manage the provision of care for Mental Health.
The intention is to utilise the Most Suitable Provider Process.
