Supply and Delivery of 3 New Street Sweeping/Cleansing Vehicles:

1. Title 23 — Lot 1 — Supply and Delivery of 1 No 15 tonne Street Cleansing Vehicle:

Tenders are invited for the supply of 1 new 15 T GVW Dual Sweep Road Sweeper to the specification provided herein. Vehicle is to be used for street sweeping operations with Sweeper operating an average of 50 hours per week.

The Sweeper should be suitably designed and have the manoeuvrability to operate in the confines of a typical urban/residential town environment. Turning circle is of importance and tenderers shall indicate at the time of tender, the turning circle for their vehicle as tendered.

2. Title 24 — Lot 2 — Supply and Delivery of 1 No 10-12 tonne Street Sweeping Vehicle:

Tenders are invited for the supply of 1 No new 10-12 Tonne Road Sweeper vehicle to the Specification provided herein. Vehicle is to be used for street sweeping operations with Sweeper operating an average of 50 hours per week.

The Sweeper should be suitably designed and have the manoeuvrability to operate in the confines of a typical urban/residential town environment. Turning circle is of importance.

3. Title 25 — Lot 3 — Supply and Delivery of 1 No 2,5 tonne Multi-purpose Street Cleansing Vehicle:

Tenders are invited for the supply of 1 No New Multi-Purpose Suction Sweeper — Mini-Sweeper vehicle to the Specification provided herein. Vehicle is to be used for street sweeping operations with vehicle operating an average of 50 hours per week.

The vehicle should be suitably designed and have the manoeuvrability to operate in the confines of a typical urban/residential town environment. Turning circle is of importance and tenderers shall indicate at the time of tender, the turning circle for their vehicle as tendered.

None preferred, however for entering into and performing the contract, Tenderers will require to form a legal entity recognised under Northern Ireland law. There is no preferred form of economic operator but each individual in any group is to be jointly and severally liable for the contract. In the event of an associated group of companies being successful, the Council will require each company to be jointly and severally liable for the satisfactory performance of the contract. This assurance will be required in writing before any contract can be awarded to such a group.

Newry Mourne and Down District Council will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into, as per Regulation 86 of the UK Public Contracts Regulations 2015. The UK Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
