TSDFT is running an Any Qualified Provider (AQP) process, whereby any Provider who passes the evaluation steps outlined within the Application Pack will be awarded a place on the AQP.

II.2.4) Disgrifiad o’r caffaeliad
Supported Living is a key priority for Torbay and South Devon NHS Foundation Trust (TSDFT) and Torbay Council; we are currently working together to define, review and modernise Supported Living services. The aim is to ensure Supported Living (Accommodation with Care and Support) meets and supports our new Model of Care and aligns with Torbay's market position statement and housing strategy. Currently Supported Living is characterised by enormous variation and diversity in the types of Providers, scheme characteristics, client groups and housing models. It has developed in different ways, depending on which client group it was intended to accommodate. The Care Act 2014 defines Supported Living to mean: 1. Accommodation in premises which are specifically designed or adapted for occupation by adults with needs for care and support to enable them to live as independently as possible and 2. Accommodation which is provided: i) In premises which are intended for occupation by adults with needs for care and support (whether or not the premises are specifically designed or adapted for that purpose) ii) In circumstances in which personal care is available if required. For the purposes of point 2, personal care (and support) may be provided by a person other than the person who provides the accommodation. For the purpose of this contract Supported Living (shared hours) denotes accommodation where there is delivery of shared care and support to people within shared accommodation, a single building or buildings within close proximity.

VI.3) Gwybodaeth ychwanegol
Supported Living (shared hours) procurement AQP is open to all Providers currently in the Supported Living Services market or considering a move into the market within the geographic area of Torbay. It is anticipated that delivery of the services will begin in April 2018 and run for up to two (2) years ending 31st March 2020 with the option to extend for one (1) year plus one (1) year.
The service is being commissioned using the Any Qualified Provider process. The base tariffs are:
Day rate: 15 GBP per hour
Night rate: 10 GBP per hour
All potential Providers who wish to be considered will be required to complete an AQP Application Pack. TSDFT will evaluate the responses to determine if a Provider is sufficiently qualified to provide the service specified in the Service Specification contained within the application pack.
The qualification period for the AQP accreditation will be for the remainder of the initial two (2) year period ending 31.3.2020.
All existing Providers delivering a shared accommodation care and support service will be required to participate in order to be able to be accredited to continue to provide their existing service.

The Services to which this Procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 (the ‘Regulations’). As such, the procurement of the Services is being run as a bespoke, single stage application process akin to the Open procedure, involving a number of steps which are outlined within the suite of procurement documents. TSDFT does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 Services.
