The Environment Agency requires contract(s) to provide central management and coordination services for ~170 air quality monitoring sites (split into one group of ~154 and one group of ~16) and to provide quality assurance quality control services (QAQC) for these sites. The sites are collectively known as the Automatic Urban and Rural Air Quality Monitoring Network (AURN) (~154 sites) and the Automatic London Network (~16 sites). This network provides national monitoring arrangements including those areas covered by Defra, Scottish Government, Welsh Government and Department of Agriculture Environment and Rural Affairs.

Management of 154 national network air pollution monitoring sites throughout the United Kingdom (UK), the automatic collection and retrieval of data from these sites and forward passage of data to a separate Defra contractor for website dissemination, and to the QAQC contractor for ratification.
The contractor will be required to undertake management of agency assets, communication, relocation of replacement sites (involving minor construction project work), management of onsite local site operator duties and equipment support for operational running and health and safety management for the safe running of the network.

The Agency may require the successful bidder to provide the goods/services on the same terms that are agreed as a result of this tender to the Department for Environment, Food and Rural Affairs, and to its associated bodies including any Agencies and non-departmental public bodies and others (the Defra Group). The Environment Agency expressly reserves the right:
(i) not to award or enter into any contract as a result of the procurement process commenced by the publication of this notice;
(ii) to make whatever changes it may see fit to the content and structure of the tendering competition;
(iii) to award 1 or more public contract(s) in relation to part only of the requirements covered by this notice; and/or
(iv) to award a contract(s) in stages.
In no circumstances will the Environment Agency be liable for any costs incurred by the applicants/tenderers and their associated parties. Any expenditure, work or effort undertaken prior to contract award is accordingly a matter solely for the commercial judgement of potential applicants and the Environment Agency will not be responsible for any such expenditure.
