Aberdeen South Harbour has been partially constructed. This procurement is for works to construct an in situ concrete Crown Wall approximately 630 m long by 10 m high (varying heights). The wall will be constructed on the top of an existing rubble mound breakwater and will be for all plant, labour and material required for the construction of the wall with the exception of free supply of the concrete supply, reinforcement and thermocouples. AHB will retain the role of principle contractor.

Tenderers are required to be members of the Construction Industry Trade Alliance or other equivalent and recognised building trade association or federation.
Quality assurance schemes
Tenderers must hold a UKAS (or equivalent) accredited independent third party certificate of compliance in accordance with BS EN ISO 9001 (or equivalent), health and safety procedures.
Tenderers must hold a UKAS (or equivalent), accredited independent third party certificate of compliance in accordance with BS OHSAS 18001 (or equivalent) or have, within the last 12 months, successfully met the assessment requirements of a construction-related scheme in registered membership of the Safety Schemes in Procurement (SSIP) forum.
Environmental management standards
Bidders must hold a UKAS (or equivalent) accredited independent third party certificate of compliance with BS EN ISO 14001 (or equivalent) or a valid EMAS (or equivalent) certificate.
Qualifications and experience
Construction (Design and Management) Regulations 2015 (CDM 2015).
It is intended that, the successful tenderer shall fulfil the duties of principal contractor under CDM 2015. Economic operators shall be required to satisfy Aberdeen Harbour as to their competence, resources and willingness to be appointed as principal contractor and fulfil those duties in accordance with CDM 2015.
These are minimum requirements for consideration of any submitted tender. An economic operator participating on its own and which does not rely on the capacities of other entities in order to meet the selection criteria, must fill out one ESPD.
An economic operator participating on its own but relying on the capacities of one or more other entities must submit to the contracting authority an ESPD on its behalf together with a separate ESPD on behalf of each of the entities being relied upon and setting out the relevant information.

The appointed bidder will require the following insurance to be in place at contract award:
Employers liability — cover of not less than GBP 5 million for any one event.
Project insurance is in place. The contract insurance does not cover contractors plant, equipment, accommodation etc and bidders will require to have such insurance in place prior at contract award.

Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
