Tower Hamlets Community Housing are seeking to appoint a service provider who will be required to provide concierge services and/or fire marshal services at properties/sites owned and/or managed by Tower Hamlets Community Housing. It is intended that the contract established following the procurement will run for an initial term of 3 years, extendable for a further term of 24 months. Any extension will be at the discretion of Tower Hamlets Community Housing. The estimated annual contract value is c. GBP 800 000 (exc. VAT). Tower Hamlets Community Housing will utilise bespoke contract terms and conditions. Full details related to the requirements are included within the tender documentation. Procurement for Housing have been appointed by THCH to facilitate this tendering exercise.

THCH was formed in March 2000 with Government funding of GBP 21 million secured from Round 3 of the Estates Renewal Challenge Fund for the transfer of 1 249 homes owned by the London Borough of Tower Hamlets, including 215 leased properties. Further homes transferred to THCH in 2004 (Tarling Estate) and 2006 following the successful ballot (via Housing Choice) of Norton House and the Mansford and Avebury East Estates. THCH is an independent, community-focused housing organisation dedicated to the people of the London Borough of Tower Hamlets. We focus on empowering residents, encouraging communities to thrive and delivering sustainable investment to existing and new housing stock. THCH vision is Building Connected Communities by:
— creating vibrant places to live in Tower Hamlets;
— supporting people to achieve their goals;
— delivering great value services THCH has an annual turnover (2016/17) of GBP 17 million and manages more than 3 000 homes (two thirds rented and one third leasehold) in the western side of Tower Hamlets, covering Spitalfields, Bethnal Green, Stepney, Shadwell and Wapping. The majority of homes were transferred from Tower Hamlets Council in 2000, but THCH has since added a range of commercial and residential properties including properties for private sale, shared ownership and for social rent. THCH employ approximately 60 staff. Since its formation in 2000, THCH has regenerated all the estates it manages, brought all its properties up to the decent home standard and managed award-winning new developments. THCH will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 (SI2015 No 102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales, and Northern Ireland).
