North Lanarkshire Council (the “Council”) has already established a Flexible Framework with external providers ("Contractors") to support the critical Service Delivery to Children, Young People and Adults who have been assessed as requiring support to design, develop and achieve real lives in line with the Social Care (Self Directed Support) (Scotland) Act 2013. This notice is for Entry Point 4 which is is applicable for any potential Contractor that is not already on the Framework to tender their proposals to join.

This procedure is being carried out in accordance with The Public Contracts (Scotland) Regulations 2015, Regulation 74.

Contractors wishing to apply to join the Framework must be registered with Care Inspectorate at point of tender submission.

TENDERERS PLEASE NOTE: Police Scotland identified a number of business areas which have a high risk of infiltration by Serious and Organised Crime groups; this contract belongs to one such area and as such the Authority reserves the right to include enhanced probity checks prior to any contract award, including sharing tenderer information with Police Scotland.
The tender pack includes a schedule for the Declaration of non-involvement in serious organised crime; this is a mandatory tender submission requirement for all tenderers.

A summary of the expected community benefits has been provided as follows:
For this Flexible Framework, it would be expected that successful Contractors would commit to working with the Council to review community benefit opportunities where the cumulative level of spend exceeds a 500k GBP threshold.

The following Community Benefit initiatives are those which the Council deem relevant, and include, but are not limited to:
- Targeted Recruitment and Training: tenderers may have proposals to recruit staff from the Council's area and/or may offer individual and young people training, jobs and work experience.
- Young Person Engagement: Tenderers may have proposals to provide communications, resources, or run free education/products training sessions in the Council's schools for staff and/or pupils.
- Donations of products.
- Local Sponsorship: tenderers may propose sponsorship to organisations within the Council's area.
- Resources: tenderers may provide resources (temporary/permanent)

Tenderers overall proposals for community benefits will be evaluated as part of the Award Criteria, Quality Questionnaire.
