North of England Commissioning Support (NECS) is working for and on behalf of NHS England and NHS Improvement South East and South West to commission a Child Health Information Service (CHIS).
The procurement of this new service will be undertaken via 2 lots:
Lot 1: Hampshire, Southampton, Portsmouth and Isle of Wight;
Lot 2: Dorset (inc Bournemouth, Christchurch and Poole).
The contracts are for 5 years with the option to extend for 2 years. The start date of the contracts is 1.5.2020, with phased service mobilisation periods as follows:
Lot 1: Hampshire, Southampton, Portsmouth and Isle of Wight.
Hampshire service commences 1.11.2020.
Solent and Isle of Wight services commence 1.4.2021.
Lot 2: Dorset (including Bournemouth, Christchurch and Poole).
Dorset service commences 1.11.2020.
Lots 1&2 combined (all areas):
Hampshire and Dorset services commence 1.11.2020.
Solent and Isle of Wight services commence 1.4.2021.
The procurement will be available to view on the e-tendering portal on the 1.10.2019.
The open procedure will be followed for this procurement to test the capacity, capability, and technical competence of bidders in accordance with Regulation 27 of the Public Contracts Regulations 2015 (SI 2015 No 102).
Under the Public Services (Social Value) Act 2012 contracting authorities must consider:
(a) how what is proposed to be procured might improve the economic, social and environmental well-being of the area where it exercises its functions; and
(b) how, in conducting the process of procurement, it might act with a view to securing that improvement.
