The adult social care winter plan was published on 18 September, setting out a plan for the next phase of the Covid-19 response. To achieve this it is essential that local authorities, social care providers and the NHS work alongside each other in order to protect the vulnerable from Covid-19. The plan includes a commitment to deliver a designated scheme with the Care Quality Commission (CQC) of premises for people who have tested positive for Covid-19 and are transferring to a care home. These include people leaving hospital but also could be referred in from the community.
This procurement seeks to form an extension of, and enhancement to, the current health and social care system through entering into a block purchasing agreement that will offer additional and fixed capacity for eligible adults within a registered care home setting. This applies to care homes who provide accommodation for people who need personal or nursing care. Including registered residential care and nursing homes for older people, people with dementia, and people with learning disabilities, mental health and/or other disabilities and older people.
The health and social care system in Lincolnshire including: the local authority, clinical commissioning groups, primary care and community health teams, are working together in a collective response, and as such, there will be a significant wrap around support provided to all providers interested in proposing a designated setting under this scheme.
The local authorities infection control team support programme is intended to help providers prepare for CQC inspection and demonstrate their ability to implement enhanced standard infection control precautions.
This support programme comprises the following areas:
— review and advice on IPC policies and procedures,
— review and development of internal governance processes,
— undertaking/developing risk assessments,
— physical assessment of the premises to prepare for CQC inspection.
The Council wishes to establish a Winter Pressures Designated Schemes — Open Select List (WPDS-OSL) for this provision. Providers are invited to apply for a place on the WPDS-OSL by way of completion of the Invitation to Tender. If successful, the local authority will call-off specific requirements from WPDS-OSL as and when required in response to the local demand. Providers should note that acceptance onto the WPDS-OSL does not guarantee future work. Successful admission onto the open list means invitation to future opportunities depending on eligibility criteria.

Block bed capacity required in Lincolnshire Care Homes to be procured on a block purchase basis to aid in the joint Covid-19 response throughout the winter pressures.
II.2.4) Disgrifiad o’r caffaeliad
Designated settings are required in Lincolnshire Care Homes to provide block bed provision throughout the winter period. The number and location of beds will be call-offed as and when required in will be in accordance with local demand. Providers should note there is no guarantee of work under this arrangement.
These beds will be called off on block and will be costed at a maximum of £849 per week. Providers should note that if beds are called off they will be paid the agreed weekly rate whether the bed is occupied or vacant. As such the amount of beds that constitute any call-off block must be reserved for the use of the Council.

The evaluation process following the submission of tender responses will determine the Providers who have pre-qualified for a place on the WPDS-OSL.
Acceptance onto the WPDS-OSL does not guarantee future work. Successful admission onto the framework/open select list means invitation to future opportunities depending on eligibility criteria as set out in the ITT. Future opportunities will be prioritised based on provider framework tender score.
