Life Sciences Hub Wales seeks to procure and implement a Framework Agreement for the provision of Funding Proposal, Market Report and Business Case Support.
The intention is to procure a multi-Supplier Framework to provide ad-hoc Funding Proposal, Market Report and Business Case development support to Life Sciences Hub Wales as and when may be required.
The successful Suppliers placed on the Framework will act as an extension to the internal Life Sciences Hub Wales team, providing additional support, capacity, resilience and expertise when required.
It is likely that support via the Framework will only be required during periods where internal Life Sciences Hub Wales resource / capacity is limited, such as during peak delivery or as a result of absence etc (as an example); the Framework Suppliers will be considered as additional resource to be called upon to alleviate pressure and enable continued delivery during these periods.
The Framework will be split into three separate, distinct Lots, one for each of the individual requirements:
Lot 1: Funding Proposal Support and Review;
- Life Sciences Hub Wales supports innovators to successfully secure grant funding for the development and adoption of innovative solutions for better health and wellbeing. Grant funding outputs must have some impact realisation in Wales.
- Life Sciences Hub Wales offers bid writing support, bid reviews, bid writing sessions, advice on aligning with funder criteria, consortium building, funding intelligence and connections with funders and other support agencies.
- The support offered by Life Sciences Hub Wales is available to organisations who are developing healthcare innovation that will benefit patients, improve NHS Wales and boost the Welsh economy. This includes academics, industry, clinicians, local authorities and charities. Life Sciences Hub Wales supports collaborative, high value, high TRL bids that will have the highest impact for the people of Wales.
- Life Sciences Hub Wales supports the production of bids to any grant funder including UKRI, European Commission, NIHR, HCRW, and charities provided that the prospective bid meets funder criteria. Services are bespoke based on client need and likely impacts.
Lot 2: Market Reports
- Life Sciences Hub Wales provides market intelligence and analytics on the life science sector to organisations and innovators of the same description above (organisations who are developing healthcare innovation that will benefit patients, improve NHS Wales and boost the Welsh economy. This includes academics, industry, clinicians, local authorities and charities).
- The intelligence is intended to support the client in giving them a greater awareness of their position in the market, potential demand for a proposed innovation, or potential level of competition, which they may use to inform their business plan or business making decisions (at their risk).
- Life Sciences Hub Wales also works with Welsh Health Boards and academic research partners providing intelligence of available products/services, which may be of value in NHS Wales research projects or procurement processes.
As well as providing additional capacity, resource and resilience to Life Sciences Hub Wales, the intention is that Lot 2 will also offer specialist services related to market reports, including primary research.
Lot 3: Business Case Support and Review
- Life Sciences Hub Wales offers business case writing support and reviews to life sciences organisations (private, public and third sector), similar to the Funding Proposal Support and Review service outlined above.
- The support offered by Life Sciences Hub Wales is available to organisations who are developing healthcare innovation that will benefit patients, improve NHS Wales and boost the Welsh economy. This includes academics, industry, clinicians, local authorities and charities.
- The business cases that are submitted to Life Sciences Hub Wales by clients are typically UK Treasury approved 5-case models or specific business case templates used by the individual NHS Wales health boards.
The intention is to award a position on the Framework up to 2 Suppliers per Lot, for a total of up to 6 Suppliers overall.
Each instance of activity as required by Life Sciences Hub Wales will be called-off via the Framework as a distinct package of work, in-line with the Framework governance process as outlined within the Invitation to Tender document.
