1.1. NHS Lanarkshire Health Board, a statutory body constituted pursuant to the National Health Service (Scotland) Act 1978 (“the Board”), wishes to procure a Stigma Free Lanarkshire service. The successful bidder will work to influence change in attitudes and behaviours within health and social care to end mental health stigma and discrimination in Lanarkshire.

II.2.4) Disgrifiad o’r caffaeliad
NHS Lanarkshire’s Health Improvement department wish to commission an organisation to develop and deliver:
Work across the NHS Lanarkshire area which challenges mental health stigma and discrimination.
This work will:
a) empower people with lived experience of mental health issues to share their personal stories and experiences to instil hope in others and encourage their participation in their local communities.
b) increase awareness and understanding of the realities of mental health stigma and discrimination across the four key areas (Health & Social Care, Education & Young People, Communities & Workplace) to dispel myths and shine a light on the real impact on the lives of individuals. This will be underpinned by the values and ethos of ‘Rights for Life’ together with the lived experience.
c) work directly with identified target groups to educate and support their understanding of mental health problems and explore the potential and uniqueness of recovery.
d) continue to work in partnership with See Me and Lanarkshire Recovery Network partners to draw on wider expertise whilst sharing skills, knowledge, learning and good practice.
e) build partnerships in order to influence inclusion of stigma and discrimination in strategies and plans including procurement and commissioning, prevention plans, improvement plans, local outcome agreement plans.

It is a mandatory requirement that potential framework participants agree to support the concept, provision and ongoing development of community benefits provision in relation to this framework.
Potential framework participants are required to agree to this mandatory requirement. They are also requested to provide a brief summary of the community benefits that have recently been delivered within Scotland, if at all, and also what impact and outcomes these have achieved.
Potential framework participants are required to summarise any proposed community benefits that will be developed and delivered as part of this contract if successful or, alternatively, potential framework participants confirm that they will engage with the NHS Scotland’s Community Benefits Gateway (CBG). This gateway, developed through requests from suppliers seeking opportunities to support the delivery of community benefits within the contracting region, provides information on community benefit opportunities. The CBG is a free and easy to use online service that connects NHS Scotland suppliers with third sector community organisations within Scotland and will be used for tracking and reporting and is an approved compliant route to the realisation of community benefits.
