Crynodeb

The purpose of this Prior Information Notice is to notify the market of Belfast City Council’s intentions to hold a pre-market engagement event with interested suppliers to provide information on the PEACEPLUS Sport for Peace Project and inform of the procurement process required.

The Sports for Peace Project aims to promote positive change through sport and community engagement via four pillars. A reoccurring theme among the 4 pillars encourages partners to work collaboratively to deliver grass roots programmes to build resilience and encourage playing sports within communities.

Pillar 1 - Qualification/Coach Education

Connecting Communities through Leadership engages 160 young people 16 – 18 year olds who are recruited to become young leaders and take part in a standardised training programme, this includes the opportunity to become Peace Plus Sports Ambassadors.

Pillar 2 – Participation

Involves 1,440 young participants aged 11-16 years recruited through schools and clubs.

Activity will help young people to better engage with their community by building their confidence, personal abilities, and core skills.

Participants are provided with the opportunity to co-facilitate the delivery of the community activity as their training progresses.

Pillar 3 – Mentoring & Employability

Engages 20 young people from Pillar 1, to develop young leaders to promote Good Relations within their sports clubs/community organisations. To develop a young leader tool kit to equip leaders with qualifications/skills to create a sustainable legacy within their club/group.

Pillar 4 – Monitoring Evaluation & Research, research topics to include:

Research on trauma-affected young people, and how sport and positive activities can have an impact into the way young people express their thoughts and emotions.

Research on how a longer sustained funded programme would have longer lasting outcomes for participants and communities they live.

The project also involves the establishment and facilitation of a city-wide Sports consortium. The facilitation of best practice and networking events and cross border shared learning events.

The project will engage with young people from different communities to improve relations through the vehicle of sport. All activity should have a good relations focus and seek to address interface issues.

The project will be delivered city wide across North, South, East & West. Targeted interventions in the most socially disadvantaged areas where there are cross community issues. The overall target requirement for the project is 1,600 participants, within an allocated budget of £711,646 (excluding VAT) over 3 years from January 2025 – December 2027.

Belfast City Council will host a pre-market engagement session on Monday 7th October 2024, 10:30am – 12:00 noon in Girdwood Community Hub, 10 Girdwood Avenue, Belfast, BT14 6EG to provide information to interested suppliers, including: the project requirements, key deliverables and results, the procurement process, and the indicative timeframes for the project.

Suppliers interested in attending this session must register by Thursday 3rd October 2024, by emailing peacepluslap@belfastcity.gov.uk. A maximum of 2 individuals per organisation can register to attend, further detail will be issued to registered attendees in advance of the session.

The PEACEPLUS Sport for Peace Project forms parts of the Belfast PEACEPLUS Local Community Action Plan, which is supported by PEACEPLUS, a programme managed by the Special EU Programmes Body (SEUPB).
