This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act do not apply to this award. In accordance with Regulation 10 of The Health Care Services (Provider Selection Regime) Regulations 2023, Hull City Council is looking to award a contract under the Most Suitable Provider process as the Council is able to identify the most suitable provider without running a competitive exercise, for the provision of Health Check Services. The Contracting Authority intends to award a single contract to the most suitable provider. This notice will be published for at least 14 days in line with best practice under the Provider Selection Regime 2023, allowing time for any enquiries to be considered.

The Aims of the service are to improve the health and wellbeing of adults aged 40 to 74 years in Hull, by promoting earlier awareness, assessment, and management of the major risk factors and conditions driving premature death, disability, and health inequalities associated with CVD.
Objectives are to:
· Deliver a high quality service, ensuring that eligible individuals are offered NHS Health Checks in accordance with the NHS Health Check - National guidance and 'NHS Health Check programme standards: a framework for quality improvement' (Public Health England, 2020)
· Promote and improve early identification and management of the individual behavioural and physiological risk factors for vascular disease and other conditions associated with these risk factors.
· Support people to make lasting lifestyle changes, to effectively manage and reduce behavioural risks and associated conditions through information, ongoing support and evidence based clinical interventions or referral onto local lifestyle intervention services.
· Help reduce inequalities in the distribution and burden of behavioural risks, related conditions and multiple morbidities.
· Improve access and ensure continuous improvement by offering a choice of location, where possible and flexible days and times to meet the needs of the eligible and targeted population.
· Contribute to the national evidence-base by monitoring and evaluating the service.
