West Northamptonshire Council intends to award a contract for the provision of the National Dental Epidemiology Programme (NDEP) Oral Health Survey in accordance with national survey protocols. The service includes the planning, coordination, delivery and reporting of epidemiological surveys of oral health across West Northamptonshire.
This notice is an intention to award a contract under the Provider Selection Regime Most Suitable Provider Process.
This is an existing service being awarded to an existing provider.
The intended contract period is from 1 November 2026 to 31 August 2030.
The approximate lifetime value of the contract is £143,088 excluding VAT

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. The Council has followed the Most Suitable Provider Process under Regulation 10 and has identified Community Dental Services CIC as the most suitable provider. This contract has not yet formally been awarded.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.
The standstill period begins on the day after the publication of this notice. Representations by providers must be made to West Northamptonshire Council by midnight on 4 November 2026.

West Northamptonshire Council intends to award the contract to Community Dental Services CIC following the Most Suitable Provider Process.
The award decision-maker is the Public Health Service Lead, West Northamptonshire Council. No conflicts or potential conflicts of interest were declared.
The relative importance of the key criteria was:

Community Dental Services CIC was identified as the most suitable provider based on its experience of delivering dental epidemiology programmes, specialist workforce and capacity, established stakeholder relationships and ability to deliver the service in accordance with National Dental Epidemiology Programme requirements.
The provider was assessed against all five PSR key criteria and the basic selection criteria and was considered to meet the requirements. No other providers expressed an interest following the Council's market engagement and Intended Approach Notice.
