Disgrifiad byr o natur a chwmpas y gwaith neu natur ac maint neu werth y cyflenwadau neu'r gwasanaethau

The Ministry of Defence (MOD), through the Defence AI Accelerator Task Force (TF RAID), intends to procure a secure, scalable capability to support operational planning across Defence.

TF RAID exists to accelerate the responsible adoption of artificial intelligence (AI) and data-enabled capabilities in support of Defence outcomes, working with users, technical specialists and industry to identify, test and transition operationally relevant solutions.

This requirement is expected to support operational planners by improving access to authorised planning information, enabling reusable machine-readable planning knowledge, orchestrating analytical services, and supporting the modelling, testing and comparison of alternative Courses of Action (COAs).

The procurement will be structured as a single competition with 2 Lots:

- Lot 1 will focus on planning data, knowledge and analytical orchestration services; and

- Lot 2 will focus on COA testing, evaluation and adaptation services. Suppliers are invited to bid for 1 or both lots.

Together, the Lots are intended to improve the speed, quality, traceability and robustness of operational planning while maintaining appropriate human oversight, governance, transparency, security and interoperability within Authority-approved environments, including those handling information up to SECRET UK EYES ONLY where required.

MOD will be seeking to compete this requirement through the Government Commercial Agency Artificial Intelligence Dynamic Purchasing System (AI DPS/RM6200). Participation in any subsequent competition will therefore be limited to suppliers appointed to the relevant Lots of the AIDPS Framework who pass the shortlist filter exercise.

Commercial Process:

Following the shortlist activity required under the Dynamic Purchasing System, the MOD intends to run the competition as a two-stage process. Stage 1 is expected to provide a lighter-touch technical assessment to support an initial down-select of suppliers. Suppliers who are successful at Stage 1 will then be invited to progress to Stage 2, where a further technical assessment will be undertaken alongside submission and evaluation of a commercial envelope. Further details on the proposed process, evaluation approach and submission requirements will be provided in the competition pack issued via the Defence Sourcing Portal to suppliers who meet the shortlist criteria.

Interested parties are to note:

- The Authority reserves the right to amend the scope, procurement strategy, timescales and commercial approach prior to any formal competition.

The requirement is expected to support operational planning activities through the integration of planning data, machine-readable planning knowledge and advanced analytical services. The Authority seeks a capability that improves the speed, quality and scale of operational planning whilst maintaining appropriate human oversight, governance, transparency and security.

Requirement Summary:

The Authority requires an initial capability to support operational planners by enabling them to:

• Discover, access and exploit authorised planning information from multiple sources.

• Create and maintain reusable representations of planning knowledge, expertise, assumptions, dependencies and relationships.

• Assemble, configure and reuse analytical services in support of operational planning tasks.

• Improve traceability between planning inputs, analytical activities and planning outputs.

• Reduce dependency on fragmented information sources, manual processes and specialist knowledge bottlenecks.

The requirement is expected to support operational planning activities through the representation of operational environments, modelling of Courses of Action (COAs), evaluation of alternative scenarios and adversary responses, and generation of evidence-based insights to support planning and decision-making. The Authority seeks a capability that improves the speed, quality and robustness of operational planning whilst maintaining appropriate human oversight, governance, transparency and security.

The Authority requires an initial capability to support operational planners by enabling them to:

• Represent operational environments, actors, assumptions, constraints and dependencies in reusable and machine-readable forms.

• Model, test and compare alternative Courses of Action.

• Explore multiple operational scenarios, environmental conditions, assumptions and adversary responses.

• Generate evidence-based insights to support adaptation and refinement of operational plans.

• Improve traceability between planning inputs, analytical activities and planning outputs.

• Reduce reliance on manual wargaming, fragmented information sources and time-intensive analytical processes.
