Crynodeb
Bron Afon Community Housing [‘Bron Afon’] has a requirement for suitably qualified, accredited and experienced organisations to provide labour and materials in order to deliver high quality and timely responsive repair and planned works.
Bron Afon intends to establish a thirteen (13) lot Framework Agreement [‘Framework’] to fulfil its requirements for a period of twenty-four (24) months with the option to extend by two (2) further periods of twelve (12) months each. The estimated value of Works per annum is two million pounds sterling (GBP 2,000,000) over all lots; however, Bron Afon do not bind themselves to purchase any level or service or quantity of goods through the Framework.

Procurement is viewed as a key driver for delivering the Bron Afon’s sustainable development commitment. Sustainable development means ensuring that the Bron Afon’s actions contribute in the round to social, economic and environmental well-being now and in the future. Bron Afon’s commitment to deliver ‘Community Benefit’ outcomes is designed to ensure that wider social and economic issues are taken into account when utilising procurement processes for contracts and the spending of public money. In line with this commitment Bron Afon have identified some Community Benefit outcomes which it is seeking to achieve in respect of this contract; full details are set out within the Invitation to Tender document. For information Community Benefits will be treated as non-core and non-scored in the evaluation. However Organisations are required to provide a Community Benefits response.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
Tendering Organisations will be required to submit a Community Benefits Plan as part of their tender submission. Community Benefits for the Framework Agreement are non-core and as such the Community Benefit Plans submitted in the tender process will not be scored as part of the tender evaluation. However a response must be provided in order for the tender submission to be considered further.
Bron Afon have identified some Community Benefit outcomes, which it is seeking to achieve in respect of this contract, through working in partnership with the successful organisation to deliver positive outcomes, and consider these outcomes to be proportionate and relevant to the subject matter of the contract. These will include (but not be limited to):
Targeted Recruitment & Training; - Permanent Full Time opportunities, - Employment opportunities for individuals currently registered as long term unemployed, - Training Opportunities including Apprenticeships, - Training and Retention of existing workforce; Maximising supply chain opportunities for SMEs; Donations of resources (labour, materials, money to Community projects and groups within the Torfaen County Borough).
