Penllergare Phase 2 Project Manager: Consultancy Contract / Paid Employee (Negotiable) – circa 2 years

The Penllergare Trust, a pioneering independent charitable company established in 2000, is progressing an ambitious landscape restoration scheme at Penllergare Valley Woods, with support from the Heritage Lottery Fund Parks for People programme.

Penllergare Valley Woods (100 ha / 259 acres) is a major recreational, heritage and wildlife site; the largest area of green space in north Swansea with over 100,000 people living within a 10 minute drive.

The Penllergare Trust has an ambitious vision to see the cultural landscape of Penllergare conserved for public benefit largely supported by local people. With a lease of 100+ years from a private owner the Trust has started to restore the nationally important romantic, picturesque designed landscape created by the Dillwyn Llewelyn family in the nineteenth century. The woods provide a superb location for people to relax, enjoy a range of leisure activities and a place to get outdoors and close up to nature.

The Trust is now looking for a highly motivated, versatile and resourceful Project Manager with excellent project management, contract management and environmental skills to deliver our Phase 2 project.

The Project will conserve and renovate a walled garden and its environs along with a new visitor centre building for the Trust’s 100,000 visitors.

This includes the consolidation of the Orchid House, the restoration of the Vinery which will include a full size replica of the internal Orchid House, the repair of the walls and the making safe of other buildings.

This centre will have an overall objective of using interactive and multimedia 'displays' to engage visitors with the botanical, scientific, and photographic heritage of Penllergare. The Trust is working with the Heritage Lottery Fund with regard to the entire Phase Two project.

The jewel in the crown in heritage terms is the now-ruined orchid house which is a scheduled ancient monument.

With regard to the walled gardens in general at Penllergare, Briggs and Ward noted that "Penllergare's kitchen complex is one of the most extensive surviving in Wales outside a major stately home. Its original range of forcing houses must still rate among the most comprehensive ever built in Britain." (RCAHMW, NPRN 265643, 2000)

The Role

You will be the lead role in procuring and managing contracts and maintain designated funding tightly to budget within the Trusts financial operating controls.

A key role is to manage a team of multi-disciplined consultants in preparing all necessary plans, information and. These include but are not limited to; Landscape Architects, Conservation Architects, Activities Plan Developers, Ecologists and Business Consultants.

The role offers a great opportunity to work on a range of project types with experienced heritage professionals and to hone your heritage and project management skills in a stimulating and collaborative work environment.

The role will coordinate the delivery of the Heritage Lottery Fund Phase 2 programme maximising primary and secondary social, historical, architectural, and cultural

data to deliver a holistic restoration project of the walled garden and environs.

The role will reference and coordinate with Trust working groups including Landscape, biodiversity and historic interpretation.

The role will liaise closely with the existing Penllergare Trust staff to ensure community engagement and volunteer participation in a wide range of restorative roles incorporating local knowledge, community values and perspectives.

The role will carry out continuous assessments of cultural significance – aesthetic, historical, social, architectural to ensure the best value and result is achieved in the project delivery and resulting attraction.

The role requires significant experience in policy delivery and management in the following areas - conservation, collections management, urban development, statutory planning, historic restoration and conservation architecture.

Monitoring and reporting will be required on a regular basis with associated photographic documentation of the baseline position, development and participation

Your tertiary training and experience could be based in any of the heritage or landscape disciplines. You will have several years’ relevant work experience, with some preferably in consultancy.

The following skills are considered to be essential:

• Project management qualifications with experience in the restoration of built heritage

• A sound, current knowledge of cultural heritage and an understanding of relevant concepts and methodologies

• Ability to understand, describe, analyse and summarise evidence (built, archaeological, landscape, historical, community/social) analysis and critical thinking

• Excellent written communication – clear and effective use of English language to communicate complex ideas simply

• Excellent financial management skills and proven budgetary control exceeding £1M

• sound computer skills – excellent MS Office package / planning and manipulation

• Knowledge of historic gardens / horticulture in both design and implementation.

• Ability to converse with a wide range of experts and authorities including CADW and ability to successfully attain required licenses and permissions for the works specified.

• Must be able to create, interpret and manage project plans, financial and construction information and ensure health and Safety, planning and construction law compliance in a holistic delivery plan.

• An understanding of Cadw’s Conservation Principles.

• A broad knowledge of historical and traditional building materials and constructional methods and an ability to obtain quickly an up-to-date understanding and appreciation of specialist techniques and ‘best practice’ methods for maintaining, conserving and repairing historic structures, including the correct and effective use of materials and products.

• A knowledge of legislation affecting the heritage environment and of regulations and contract law pertaining to construction work, particularly in the historic environment sector.

• Ability to present and communicate concise and cogent arguments and make effective presentations.

• Experience of managing and briefing multi-disciplinary professional and technical and craft teams and the delivery of complex projects in sensitive settings.

• Have or be prepared to have, if appointed, a minimum of £5m third party indemnity insurance.'

The following skills are desirable but not essential:

• Knowledge of heritage planning

• Knowledge of architectural history

• Report production and presentation skills, graphics/document design (e.g. Adobe suite)

• Basic photo manipulation skills

• Experience with GIS.

• Experience of marketing similar projects to the visitors and stakeholders

• Experience and understanding in identification and delivery of social benefit elements

Executive Summary

Penllergare Valley Woods is a highly significant designed historic landscape located on the edge of Swansea, Wales’s second largest city. The Valley Woods are managed by The Penllergare Trust, a local charitable group first established in 2000. In 2013 the Trust put forward a successful application to the HLF Parks for People scheme and was awarded £2.3m as part of a two phase project designed to both protect and restore the site’s historically significant landscape and buildings and also improve the public’s understanding of the history and nature of the Victorian Estate.

As a result of the work carried out as part of the HLF funded Phase 1 programme Penllergare Valley

Woods has become an extremely popular visitor attraction. Over the last three years it has gained

critical acclaim for its restoration work on the historic landscape and buildings together with national

recognition for its work within the community, resulting in the Queen’s Award for Voluntary Service

in 2016. As well as its conservation work the Trust has also developed a thriving small business around

its coffee shop and car park facilities. This has contributed to a doubling of visitor numbers and the

site can now expect to attract over 100,000 visitors in 2017 and a trading turnover in excess of £160,000. The Trust has also been successful in developing a large and active Friends group with over 400 members and over 120 regular volunteers.

This rapid rate of growth has resulted in Penlllergare Valley Woods becoming the fastest growing

visitor attraction in South Wales and has provided the Trustees and Management team with many valuable lessons over the past three years. As a result they are now well prepared to take on the challenge of the second phase of this exciting project the culmination of which will establish Penllergare Valley Woods as a regional visitor attraction of note.

The Phase 2 Development.

Following the successful delivery of Phase 1 which included the

 Full restoration of the Observatory

 Development of Coffee Shop and Car Park Facilities

 improved pedestrian routes, restoration of historic pathways.

 de-silting of the Upper Lake to reinstate its historic form, and prevent total reversion to marshland.

 repair and restoration of the historic steps, terraces, and retaining walls.

 recreation of the old stone bridge as a fully accessible river crossing and visual feature in the landscape;

 installation of an Archimedes Screw micropower generation scheme

The Trust now wishes to further enhance its renovation of the Victorian Estate with the restoration of the Walled Garden and adjacent pleasure gardens.

Although there is no actual record of their construction it is believed that the Walled Garden was

completed around 1830 although probably earlier.This was before Lewis Weston Dillwyn,(1778-1855)

who had acted as trustee of the estate, passed it onto his son John (John Dillwyn Llewellyn or JDL1810-

1882) on his achieving his majority in 1831.

Whilst JDLis recognised for his development of the romantic landscape at Penllergare and the creation

of the unique Orchid House and acclaimed collection of Rhododendrons, it is felt that it was his son Sir John Talbot Dillwyn Llewelyn (1836-1927) who developed what became recognised by some 1as one of the finestcollectionof plants anywhere inthe United Kingdom. The collectionwas made unique by his continuation of the work started by his father in the exploitation of the natural topography on a grand scale.

As part of the restoration programme the Trust wishes to fully restore the historically significant Orchid House and to partly restore the Vinery. In addition the Trust plans to reinstate the pleasure gardens adjacent to the Walled Garden which were famed for their collection of Rhododendrons and Azaleas.

The development will recognise that Lewis Weston Dillwyn, John Dillwyn Llewelyn and Sir John Talbot Dillwyn Llewelyn were all prominent figures in Victorian and Edwardian society, and pioneers of technology, science and photography. However, there were also many other members of this remarkable dynasty whose achievements need to be celebrated. From the anti-slavery contribution of William Dillwyn through to the remarkable achievements of Amy Dillwyn . Therefore in addition to the Trust’s ambitions to bring these exceptional gardens back to life italso proposes to provide visitors with a detailed insight into the achievements of the extraordinary Dillwyn Dynasty by constructing a new discovery centre at the entrance to the pleasure gardens which will be dedicated to the role the family has played in the development of Swansea and South Wales.

In addition to providing the visitor with information on the historical aspects of the site, the structure will also act as a visitor centre, providing information on the fast expanding range of activities provided within the woods. It will also include a much needed retail space for home grown plants and craft items. The centre will also provide additional toilet facilities to meet the growth in demand created by the anticipated increase in visitor numbers. Finally, the facilities will also incorporate a family room that will provide amenities for both adults and children with additional needs. This latter facility, although not yet required within building regulations, does emphasise the Trusts efforts to improve its range of services to as wide a customer base as possible.

As well as the above restoration programme this plan, together with the Activity Plan will also include

details of an exciting range of new training activities the Trust intends to implement to support the

requirements of the new gardens. The programme will include both horticultural and building skills

and will take place essentially within the new garden development and will also be supported by the

facilities already available at the woodland centre compound. These facilities include a classroom,

polytunnel, potting shed, tool stores and dry work space. To further enhance these training facilities

the Trust is in the final stages of securing additional funding to build a new purpose made training centre which will enlarge the existing facilities and allow for a wider range of training opportunities. (See Activity Plan for further details)

Furthermore the Business Plan in conjunction with the Activity Plan will provide further details on the Trust’s intentions to :-

 improved interpretation, signage, website accessibility and events, so that the site gives a wider welcome;

 increase its range of visitors;

 establish tenure on the Walled Garden and adjacent land;  Continue its partnerships with local volunteers;

 Establish partnerships and financial backing from an increased number of both social and commercial businesses;

 Further the development of the Friends group;

 Develop and organise an enhanced events programme which reveals the history of the estate;

 increased involvement with local schools, and colleges,around the estate, and out reach work in local communities.

 Engage with local minority groups

 Provide training facilities for disadvantaged and less abled individuals.
