Natural Resources Wales (NRW) has entered into a multi-supplier Open Framework Agreement for the provision of Digital, Data and Technology (DDaT) Services following completion of a Competitive Flexible Procedure conducted in accordance with the Procurement Act 2023.

The Framework has been established to support the delivery of digital, data and technology services aligned to NRW's organisational and digital transformation objectives. Services available through the Framework include Digital Service Design, Data Analytics and AI Services, Platforms, Integration and Development, Cloud, DevOps and Infrastructure Services, Technical Consultancy, Support and Capability Uplift, and Agile Delivery and Coaching.

The Framework is established for the exclusive use of Natural Resources Wales and provides access to specialist capability and resources to support the delivery of digital services, technology-enabled transformation, organisational change and continuous improvement initiatives throughout the Framework term.

The Framework includes a 5% supplier contribution mechanism linked to the value of Call-Off Contracts awarded through the Framework. Contributions will be ringfenced within the NRW DDaT Innovation Fund and used to support innovation, service improvement, emerging technology initiatives, skills development, and other activities that enhance the delivery of digital, data and technology outcomes for Natural Resources Wales.

The Framework is a multi-supplier Open Framework comprising five appointed suppliers. Call-Off Contracts may be awarded either through a Competitive Selection Process involving all capable Framework Suppliers or, where permitted under the Framework Agreement, by Award Without Competition using objective selection criteria and in accordance with the Procurement Act 2023.

For Competitive Selection Processes, NRW will issue a Statement of Requirements and evaluate tenders based on the most advantageous tender. Evaluation criteria may include quality, price, social value and supplier performance measured against Framework KPIs. Weightings will be determined for each individual requirement and notified as part of the Call-Off competition.

Framework prices are established through the Framework Agreement and represent maximum rates and charges. Suppliers may offer reduced rates through Call-Off competitions. Call-Off Contracts may be awarded using fixed price, time and materials, target cost arrangements or other pricing models specified within the Call-Off competition.

There is no guarantee of work, volume or value under the Framework Agreement and NRW may award Call-Off Contracts to any appointed Framework Supplier in accordance with the Framework Call-Off Procedure.
